Cabinet has the option to appoint an emergency member of Legcomm if "there is no member of the Legislator Committee available due to vacancy or leave, and there are outstanding duties to be performed". Maybe it would help to expand that to just... if the Legislator Committee are available but super slow and could do with some help Tounge
