A whistleblowing investigator, [REDACTED] from the Department of Information within the Ministry of Law Enforcement has de-classified information relating to threats of internal instability. The document was dispatched to his superior, Head Commander, [REDACTED] - Department of Information and to the Office of the Head of State of Viliakmon.
The Document reveals corruption within the Ministry of Law Enforcement, claiming that it's become "a vassal government body working for a large faction coming from the Ministry of the Secret Agency". It appears that certain Departments, contrary to The Constitution, have allowed cooperation of certain criminal organizations with certain employees of the Agency. Per usual circumstances, this would be breaking the Omerta rule outlined in Article III of The Constitution and any such cooperation would leave the criminal organization arrested by the Law Enforcement and prosecuted.

The Document continues to note that "this state within a state" is constructed by employees within: The Ministry of Law Enforcement, The Ministry of the Secret Agency, "foreign factions who are traitors within their own countries", Viliakmoni and international crime cartels, certain mountainous clans situated near Prilyep others. The whistleblower has warned both the international community and the Associated Clans of Viliakmon to further inspect this threat as "their plans appear to be global - I have not been able to gather whether they want instability, control, money or something else, but I suspect something else is involved".

The Document contains specific names of employees within The Ministries of Law Enforcement and the Secret Agency, as well as their allies within organized crime. The Document was thoroughly inspected and its' content have been proven to be "well-researched, error-proof and thus true". This specific set of information involving specific names is disclosed, both to the general public of Viliakmon as well as the international community.
