Despite the fact that I believe we need a much more thorough discussion regarding this matter, This reminder from the Chair of the GC incentivizes me to construct a final draft (to be published in 2 days from now).
Working on it is available to anyone who was involved in the discussion (obviously). I believe that "im_a_waffle 1" would be interested in particular.
