Well if the criteria is intentionally not met, then removal of BC powers would occur along with the possibility of losing position as LC.

Well wouldn't the threat of losing your position as LC help in preventing it from happening?
Not only would it not be an absolute safeguard, it would also not prevent the grey area type situations where the ejection was incorrect but not just a rogue LC banjecting arbitrary individuals.
Additionally, the CRS does not have the legal authority to remove Local Councillors.
