Fantastic, but why cut the opportunity to aide allied military operations? It takes no more resources to deploy non-updaters to assist a delegate transfer than it does to assist an allied military occupation or liberation.

How about:

Quote:Article 3: South Pacific Regional Guard

1. The South Pacific Regional Guard, henceforth referred to as the SPRG, is established as the sole armed force within the Coalition of the South Pacific.
2. The Vice Delegate shall be the Commander of the SPRG and shall make sure that it is properly staffed and trained, and shall seek to involve its members in the affairs of the region.
3. The SPRG shall bolster the endorsement count of the Delegate and may assist regions in their delegate transitions, upon their request and subject to the approval of the Vice Delegate or of the Cabinet.
4. The SPRG may aide treatied allies in their military operations subject to the approval of the Vice Delegate or of the Cabinet.
5. The Vice Delegate will be responsible for creating further regulations for the SPRG and presenting them to the Assembly for passage in accordance with normal Assembly policy.
6. The SPRG will be responsible for carrying out all operations relating to declarations of war passed by the Assembly.
