I've been thinking about this and I think any of the members of the CSS would be fine choices. As of now, they are already in the line of succession and they needed 75% of the region's approval to be put on the committee.

The PM could certainly have most of the powers the delegate would have now (except the WA vote). As someone who was a PM (well VP back in the day) ... there is the problem of what they *actually* do. The role can be narrow or wide ... but ultimately it up to that person.

Really though, the delegate position acts in the same way now. See the last election for a debate over the roles.

Thinking aloud here: Another option *might* be to elevate the Chair of the Assembly to the "head of government." This would make that role more than simply processing.
