The proposal, while well intended, is too weak to have any real impacts. Clause 1 very narrowly defines what type of pollutants the proposal addresses, making it very difficult for member nations to legally enforce. Furthermore, Clause 4 mandating that each nation must reduce its maritime pollutant production by 5% each year does not fix anything. Countries who are committing mass environmental atrocities will continue to be able to with few setbacks. For these reasons, Alistair Stonesworth and the government of Concrete Slab will be voting Against this proposal.
