To elaborate on my hastily written Tapatalk-reply above:

It's not more steps overall. Sentencing is an additional step in this draft and not in the current law, but the current law has all these meticulously rigid (and yet swiss cheese like) steps for criminal trials. This new proposed system has none of those, but rather the assigned justice will do a step when and if it makes sense.

And again, I'm not held up on sentencing being a separate step.
