Primitive xenos within the Stoinian Star Kingdom
Although the Stoinian Star Kingdom has known substantial warfare with xeno races, there remain those species within the Star Kingdom whose fate remains unknown. Official Stoinian doctrine is to keep a non-interference policy with punishment on any sort of interference. There are those like the Progressive Xeno Party who want to help these species become part of the Star Kingdom and even uplift them from stone age societies. This idea remains unpopular within the Star Kingdom and it maintains its non-interference policy. Classification of these species has happened and the current number of sapient primitives numbers 16. It should be noted that these primitives are mostly located in the northern, core and eastern section of the Star Kingdom which haven't been major front during the Velutarian War. It is suspected that around 15 primitive species perished as they were enslave by the Velutarians.
All primitives are considered to be within the larger Type-0 classification and gain the Type-I designation once they achieve warp drive from where first contact may be initiated. However within the Type-0 classification there are different subgroups to detail the societal and technological progress of a primitive species.  The classification convention goes as follows. The major group is stated and than the number of the tier is added at the end e.g. Tograti: Type-0-5.

Type-0 Classification Tiers:
Tier 0:
Stone Age, sapience is not yet fully achieved within the species. The usage of tools becomes widespread and members live in clan/tribe like structures.

Tier 1:
Bronze Age, sapience is achieved and first signs of civilizations and nations start to form. Distinct cultures also take their form which can result in organized warfare.

Tier 2:
Pre-Industrial, technology has developed substantially from the early Bronze Age and metropolitan culture grows exponentially. Usually a transitory phase to the industrial age.

Tier 3:
Industrial, large production facilities begin to appear and a revolution of technologies. Notions or rights and democracy usually become a heavy topic point.

Tier 4:
Space Age/Atomic Age, the early exploration of home system and the technology to split the atom has been achieved.

Tier 5:
Early Space Expansion, the species has started to colonize different celestial bodies of their home system. Once they achieve FTL travel, they are taken into consideration for first contact initiation. Planetary unification is also a common aspect for these civilizations.

Technological secrets from another nation are taken in this fashion to this day.. Now they are amidst a space race and multiple nations are scrambling to be the first in this race. FTL travel expected in 70 T-years.

Description: The Cathrani are the original inhabitants of Rhodesia. However their society has yet to begin to form properly and it is highly debated if they are indeed sapient. Reports suggest that they have started to use tools and all hunting tags on them have since then ceased. They have become a hot topic within Rhodesian politics and many outsiders view them as not even sapient.

Cordissian:

This nature has resulting in the Cordissian State indoctrinating the Cordissians to give their utmost loyalty and heavily emphasize on the education of the young. FTL-travel expected in 10 T-years.

They eliminated any other species which had the potential to gain sapience and have unified their planet against those species. Their martial culture is often signified by their tattoos which have ceremonial meanings for the individual, but also signify the ethnic group they come from. As overpopulation began to plague the species, they moved towards the stars and have colonized multiple moons and make us of circular habitational stations where food is grown to ensure the species' survival. Expected FTL travel is expected within 5 T-years.

The Manneans were always this way and males often took large groups of females as their harem. As the nations states try to find a cure to raise male birth-rates, they grow ever compliant with one another and planetary unification is expected in 10 T-years. They also have a lunar base for mining operations, but they are focused on their genetic engineering.

Minshari:

Description: Minshari are a peculiar race. They have explored their solar system and are expected to reach FTL travel in 5 T-years. Because of their communal nature they never expanded on other continents and have maintained their caste system throughout their history. Minshari society is divided into the warrior, religious and worker class with a Council of Elders acting as their government. They have a keen sense for architecture as they live in old crystal like formations on their planet's surface even taking inspiration from these structures for their lunar colonies.

Their population also took a heavy toll during the Velutarian War and since then a polygamous trend has started within Nelvaanian tribes.

Because of this the Nerarn rely heavily on their father figures and females often take more active roles in society. In a way they are highly individualistic as they don't share family values and instead focus on the community at large. They take on their names after choosing the path of a Prophet from their religion. Until then they are given nicknames which they keep until their rite of maturity. One of these rites is the survival in the wild where they are forced to even make clothes on themselves. Even as they explore their home system, they maintain their religiosity. FTL travel expected in 95 T-tears.

Rek'Thalar:

Their most notable feature is the ability to grow back their limbs and their hermaphroditic nature.

Shantari:

This rare biological feature has allowed them to become the dominant species and has spread into multiple nation states. These nation states have remained fairly peaceful with one another and instead combat is held in large arena structures where gladiators fight for honour and glory.

Their carnivorous nature has helped them become the dominant species on their planet, though from the beginning of their civilization they always understood that harmony with it was necessary. Like the Stoinians they aim to kill their pray as quickly and humanely as possible. This values are also reinforced in their religion which emulates shamanism and only females are allowed to serve within religious orders. Regardless of their old traditions, the Tograti have come a long way and unified their planet to reach out on the stars and have colonized multiple moons and two other planets in their home system. FTL travel can happen at any moment. 

Vertrani:

The most remarkable aspect is the fact there have been very few wars and that the Vertrani civilizations heavily emphasize trade and commerce within their society. It is therefore suspected that the Vertrani have a natural affinity to being diplomats. Another remarkable fact is that they have excellent hearing, but lack any form of long range vision. Their streets have adapted to this as they use chiming tunes to signify routes. They have also started to colonize multiple moon to gain new resources and these often are made into exquisite artisanry for all levels of society.

Description: The Yaacax are currently subject to a third industrial revolution which makes its way over the planet. The many nation states are switching to large production factories and often abuse the rights of the lower classes. They are s highly individualistic society as they form no bonds with partners. Instead they purchase their right to reproduce and take care of their children which are split between the males and females. There also is a third sex which is needed for procreation, but they number as only 5% of society and are highly guarded. They also are within the richest levels of society as they maintain their profits from procreation and only keep hatchlings from their respective sex. Some xenobiologist have stated that the third sex is able to do all of this, because of a pheromone they create which makes the other two sexes subservient. On the outside there is very little dimorphism between the sexes and are often thought to be genderless.
