Planetary Governance within the Star Kingdom
While the Stoinian Congress is the overarching federal government that enacts law for the whole Star Kingdom, certain powers are left to member planets themselves. As well as to ensure a level of self-governance for each planet. In many ways the planetary government mimics that of the federal Stoinian government where the military is separated from civilian control. This style of governance is a direct result from the MacArthur Reformations. Contrary to some other star nations, the Star Kingdom doesn't have any political institution on a sector wide scale. Sectors have no real meaning within the Star Kingdom and serve as a grouping of expansion zones and shared cultural heritage. 

Legateship and early colonization
Each colony must be approved for colonization by joint civilian and military institutes. These are the Ministry of Colonial Affair and the Office of Colonial Expansion. Intensive studies are done on a candidate planet to assess the strengths and points of interest of the planet in question. Once it is decided and approved, the colony is put under a 5 T-year mandate of a Legate. The Legate serves as the honorific title of the military governor in charge of the colony for its mandate. The Legate is tasked to use military assets to build the necessary infrastructure to ensure an easier civilian governance and less expenditures. Such infrastructures include mining operations, construction yards, space elevators, planetary shield generators and defences, … Military law is applied during the Legate's mandate, but commerce and certain aspects of civilian life are allowed. Immigration programs are also implemented to attract new colonists. With the discovery of civilized star nations, it has become a possibility to attract migrants from other star nations as well. During his/her mandate, the Legate holds absolute authority and answers only to the King, Office of Colonial Expansion and civilian government. 
Once the Legateship is over, control over the planet is given the first Governor elected by popular vote. The Legate is usually given the position of Commander in Chief within the executive branch, but it isn't unheard of for Legates to run for the Governorship like Chancellor Sheridan once did.


Planetary government
Although there is a standard set of a planetary government system, this can vary from planet to planet. This can reflect certain values of the ethnicity of said planet. Although there are rules from the Stoinian Constitution that can't be broken, such as the separation of power, democratic process and the secularity of a planetary state. Military power is also separated from civilian institutions. Planetary constitutions can be adapted through referenda and the federal government has no say in such matters, except in times of crises.  
Smaller governments within a planetary government may exist as well. These serve as a way to ensure limited self-governance for either ethnic minorities (though this rarely occurs) or minorities on an orbiting moon.


Executive Branch
Planetary Cabinet
The planetary Cabinet serves as the advisory council to the Governor and are appointed by him/her. Although the structure of each planetary cabinet may vary, most are of the following composition: Governor, Lieutenant Governor, Head of State, Commander in Chief, Minister of Law, Minister of Finance, Minister of Education, Minister of Industry, Minister of Agriculture, Minister of Trade, Minister of Bioscience, Minister of Infrastructure, Secretary of Planetary State and/or Minister of Tourism, Secretary of Migration, Secretary of Veterans’ Affairs.

Governor
The planetary Governor is the highest elected official in planetary state governments. He serves as the Head of Government of his/her planet and holds executive power. They serve a term of 5 T-years, although this number may vary according to the planet’s law. The shortest term is that of one year as a Consul of Italia and other Nova Roman colonies.
The exact title of a Governor may vary e.g. Consul, Shogun, Aristocra, Batahn Aristocra, Megas Logothetes, Zaixiang, Vazîr-i Aʾzam …


Lieutenant Governor
The Lieutenant Governor is an official in planetary state governments. In most cases, the Lieutenant Governor is the highest officer of state after the Governor, standing in for that officer when they are absent from the state or temporarily incapacitated. In the event a governor dies, resigns or is removed from office, the Lieutenant Governor typically becomes Governor.

Commander in Chief
The Commander in Chief (also called Legate in Chief or Syndic in the Cheunh Ascendancy) is given the honorific rank of Legate which can be given to any Officer of high enough rank. Usually this is a Major General, but Colonels have been known to be given the position. They also are the Supreme Commander of a planet’s forces. Both active and reserve personnel. They may also command a small planetary defence fleet (limited to 250 ships) which is commonly used for anti-piracy operations.

Nobility
The nobility is appointed by either the monarch himself or by one of the Great houses. They serve as the planetary Head of State. According to a planet’s constitution, this may determine whether they have any real power. More often than not, they don’t hold any power within a planetary government and act as the monarch’s representative.
The role of Viceroy is typically appointed to the heir of noble rank or another member of the noble house. This title is hereditary and holders of the title usually serve until they become Heads of State. This is a contrast with civilian politicians who grow toward federal politics from planetary politics, while the nobility works from federal politics to planetary politics. This serves to bring all interests on every political level. The Viceroys are also members of the Planetary Assembly in Congress where they have legislative power.


Legislative Branch
Each planet has a legislative branch, though the exact form of it can vary. Most planets have opted for a unicameral legislature to keep things simple. Bicameral and tricameral systems of government also exist within the Star Kingdom but are considerably rarer. In some cases, even councils take the legislature for themselves such as on Shikoku where a Shogunate serves as both executive and legislative branch. It should be noted that this form of government only exists as a way to preserve certain ethnic traditions. Within such systems, the Stoinian monarch has considerable power to intervene if necessary.
Members of the legislative branch are commonly elected by popular vote and serve their terms. The details of their terms are determined by planetary law.


Judicial Branch
The judicial branch is always kept separate from the other two branches of government. The highest judicial authority is the Duke’s Bench, which serves as the supreme court of a planet. Note: the naming may vary as it follows the peerage of that planet. Meaning that a planet may have one the following names for its highest court: Grand Duke’s Bench, Duke’s Bench, Count’s Bench or Baron’s Bench.
These are encompassing the Crown District Courts who in turn are divided in Crown Appellate Courts.


National Representation
Each planet has a Senator and a Viceroy which represent their planet in the Planetary Assembly for a term of respectively 8 T-years or for life. In case planets don’t have a viceroy, they can appoint two Senators. Senators can be recalled by planetary referenda.
Each planet has a number of representatives in accordance with the total number of its population. Each representative is elected for 4 T-years. They however fulfil their mandates and are immune to planetary referenda. The number of representatives is decided according to the following guide:
Population of 10.000 = 1 Representative
Population of 100.000 = 2 Representatives
Population of 1.000.000 = 3 Representatives
Population of 10.000.000 = 4 Representatives
Population of 100.000.000 = 5 Representatives
Population of 1.000.000.000 = 6 Representatives
Population of 10.000.000.000 = 7 Representatives
Population of 100.000.000.000 = 8 Representatives
If a planet grows in population to the next level or loses population, than the number of seats will be adjusted by next elections.
