Why does definition 2 restrict reporting to a person in power? What about reporting to the assembly? What about reporting about person in power, which is really what this bill should be about?

We tend to use "individual" rather than "person" in laws

2.4 is redundant. Because, uh, ... obviously if you do something illegal, it goes before the Court.
