It is mostly to relieve pressure and to ensure efficiency on all aspects of MoRA. We tend to have one or two RA areas that are strong but the another one is weak for every term. Many regions with the split RA structure (The North Pacific is a prominent example, follow by Europeia back in their heydays) have very active RA. We and TWP are the only feeders where integration and culture is handled under one ministry. That said, a lot of people don't like to bring "uhhh those people do this better/worse than us" into these debates at all.
