WI, I hate to say this, but what you're saying is simply untrue.
You have proposed many different projects that Seraph and your colleagues shot down for various reasons - too big, lack of interest.

The Minister is the democratically elected head of the Ministry. I don’t know why it surprises you that they get to determine the direction of the projects agenda. That’s quite literally what they, not you, were elected to do.
