This could work - I wouldn’t make Graphics its own department though. That could easily go under Engagement.  

That would solve the odd number of votes that would happen if a Cabinet vote was ever conducted. It would be six, PM, MoMA, MoFA, MoE, MoC, and Media rather than seven. I would also recommend changing the name 'Engagement' to 'Integration' for consistancy.  

We could give the OWL secretary a vote, then. Or, alternatively, we could separately let the LC appoint a gameside representative to the Cabinet (something we should do anyway!)
