the LC representative is a bad idea right now considering that we're trying to give the LC full independence while still having their laws compliant with the Charter 

Uhh...what? Nobody's trying to give the LC full independence, and of course their laws would have to comply with the Charter. Either way, the LC discussions don't make the idea of an LC representative a bad idea. In fact, it makes it a better idea.

I also think that Graphics should be its own Department and not apart of MoE, since they would be making graphics for all the Ministries if requested. 

Uhh....what? Graphics can still make their own stuff for other ministries even if they're under the umbrella of Engagement. Also, I don't think what is at the moment a two or so person graphics staff warrants an entire Ministry >_>
