Here is my draft. Its bringing many changes and has many benefits and is creating a systematic structure. I have tried to include everyone's opinions who were against the split and for
Its is as follows:

Creating Ministry of Engagement as Sir Prarie said.
Creating Ministry of Communication which shall deal with media as well as all communications of the Coalitions.
Separating Ministry of Cultural Affairs and Engagement as Mam Phoenix said.

Benefits:

Reduction of the work load of today's MORA.
As the proposal suggests MOC [Ministry of Communication] shall do the work of the list which shall in a way help people get involved in region.

Establishing an executive branch consisting of the Prime Minister and the Cabinet.

Minister of Regional Affairs

(7) The Minister of Regional Affairs will be responsible for promoting regional and forum activity, integrating new players into the forums, organizing cultural events, and communicating with the world about the South Pacific’s activities.

Minister of Cultural Affairs

(7) The Minister of Cultural Affairs will be responsible for organizing cultural events and festivals with ally regions as well as supporting Roleplay community.

Minister of Communication

(8) The Minister of Communication will be responsible for managing the media owned by the coalition, organizing press conferences for the ministries when applicable, maintaining a list of working and defunct media, Organizations, Associations and Institutions, managing the discord server of the coalition and providing graphics to other governmental institutions and citizens of coalition.

Minister of Engagement

(9) The Minister of Engagement will be responsible for recruiting and integrating new players into the Coalition's community and government, maintaining and creating public infrastructure such as dispatches and other guides, setting unified presentation standards and managing initiatives.

Minister of Military Affairs Defense

(11) The Minister of Military Affairs Defense will be the civilian leader of the armed forces of the Coalition, the South Pacific Special Forces. In conjunction with a group of Generals, the Minister of Military Affairs Defense will be responsible for the defense of the Coalition, building military activity, and conducting military operations.

(12) The Minister of Military Affairs Defense may elect to establish an intelligence office, in equal coordination with the Council on Regional Security.

Implementation Resolution Wrote:
Assembly Resolution on the Effect of the Amendment to Charter

A resolution postponing the date the amendment shall come in effect

The Assembly of the Coalition of the South Pacific resolves the following upon passage of the Amendment to the Charter.

(1) The Amendment to Article VI shall not come in effect until the commencement of next Cabinet elections.

(2) The Ministry of Regional Affairs shall continue its work until the Amendment comes in effect.

(3) The Ministers of Communication, Engagement, Cultural Affairs shall be elected in accordance of election Act and shall be an integral part of the Cabinet.

(4) The Discord Server of Ministry of Regional Affairs shall archived and the new ministries formed from it shall make their own discord server.
