Ah yes, good point.

To my knowledge, the Charter is the only other document that refers to the General Corps. The OP has been updated to reflect an amendment to the language in it:

THE CHARTER OF THE SOUTH PACIFIC

X. THE MILITARY

[...]

(2) The military will be led by the Minister of Defense, along with a corps of generals appointed by the Minister and approved by the Assembly. The Minister and general corps the Admiralty may establish further hierarchy, create programs, and appoint deputies as they see necessary.
