Add CRS members to the Coral Guard

As of writing, there are three CRS members over the endorsement cap, as a result of the removal of the WA requirement for CRS membership and the shift to the Coral Guard being responsible for maintaining high endorsement and influence levels. These may be temporary effects of a legislative change, but I don't think they are necessary. The changes to the CRS were never due to a loss of trust in existing CRS membership, but rather intended to provide greater room to expand CRS membership. If, as a region, we trusted CRS members to maintain high endorsement levels, nothing has occurred to change that viewpoint.

Amerion, Penguin, and Tsunamy have already been appointed to the Coral Guard. I take it that other CRS members may be wishing for the same — and I personally find those arguments to be persuasive.

While the Assembly holds no power to directly appoint or nominate members of the Coral Guard, I propose a non-binding Assembly resolution urging the CRS to appoint CRS members with WA membership to the Coral Guard.

Resolution on Coral Guard Membership
 
A resolution urging that Council on Regional Security members with World Assembly membership be added to the Coral Guard.

Resolved that the Assembly of the Coalition of the South Pacific:

(1) Urges the Council on Regional Security to appoint its members currently part of the World Assembly

(2) Notes that typical considerations regarding eligibility and suitability for Coral Guard membership should be considered with all due dilligence.

(On an unrelated note, I couldn't find anything in the Law Standards Act about resolution formatting — do let me know if I've run afoul of any rules/conventions.)

As a premise, this isn't true. The CRS' endocap is set by Regulation IV to 40 less than the Delegate's endorsement rate. As a result, no CRS members are currently above the cap. There's maybe an error in the SWAN Dispatch, but not the actual endo cap.

My guess is that the CRS members each decided if they wanted to become Coral Guard based on whether they intended to keep their WA endorsement count high. For some who opted not to, I'm guessing they're simply not going to invest that much energy into their endo counts anymore.

So, personally, I'm opposed because I think it rests on a faulty premise and there are reasons not all CRS are Coral Guard that probably have more to do with them

I can't speak for Glen, the other member who is not in the Coral Guard, but personally I just don't intend to apply to the Coral Guard, even if it means my nation is no longer promoted in official dispatches. I still very much intend to keep a high endorsement level, as anyone checking my National Happenings will know, and I don't think the lack of promotion will has had much of an effect given my current endorsement practices.

The entire point of making the Coral Guard the endo firewall of TSP is so that the CRS doesn't need to be. Saying that all CRS should join the Coral Guard renders that entire change pointless.

Yeah, the CRS regulation is something I missed... oops? My apologies.

That said, it is still good to hear that CRS members can still effectively maintain a high number of endorsements if/when needed or desired.
