Cabinet Inaugural Address, 02/17/2022

17 February 2022

Fellow South Pacificans,

I would like to once again thank the Assembly for placing your trust in myself and the other members of the Cabinet to serve as the region's off-site government for the upcoming term. I deeply enjoyed my first term as Prime Minister, and I am glad to be returning to the Cabinet with a mixture of experienced Ministers and fresh talent in the Cabinet, ready to take on the critical work of continuing to grow this region and its community. This past term saw truly incredible growth in some areas but left much room for improvement. The Cabinet is now settled in and fully ready to rise to the occasion.

To take care of some opening business, I have asked @BlockBuster2K43 to return to the Cabinet as Director of the Office of WA Legislation, a position which they have accepted, to continue the work they began after Jay's resignation during the previous term. Across the board, we need to do better work on onboarding and integrating new staff within each Department. In the Office of WA Legislation, Director BlockBuster2K43 has set up two new Bureaus for the purpose of assigning responsibility and streamlining the process of starting WA voting recommendation polls and issuing our voting recommendations. My hope is that a full term will allow Director BlockBuster to fully implement this new system and allow us to further build interest in WA affairs in the South Pacific.

Cabinet-wide, my key priority for this term is to develop the internal culture of each Ministry. In the same way that we have integration, outreach, and culture efforts that are across the region, each Ministry needs to be mindful of not only the work product it produces but also the culture and activity it cultivates in its staff. In line with this, I'll be working with each Minister on a set of on-boarding procedures and outreach efforts for new staff members, ensuring appropriate outreach and follow-up to get them involved in Ministry activities.

Goals for the term:

Give new purpose and life to the Ministry of Media.
Work to ensure effective onboarding of new staff in every Ministry and OWL.
Guides rewrite in the Ministry of Engagement to ensure our materials are more useful for new nations.
Revitalization of the SPSF Tidal Force.

Goals for the next two weeks:

Successful completion of the in-game Delegate transition from Amerion to PenguinPies.
Opening conversations with each Minister about outreach and recruiting efforts.

Minister of Culture @Eshialand
Deputy Minister: @Murelia
Goals for the term:

Improving the MoC's onboarding process to attract and maintain active staffers.
Planning larger events, both interregional (such as the Aurora Alliance festival) and domestic.

Goals for the next two weeks:

Planning the Pact of the Center of the Earth event with Balder.
Spreading Culture Calendar events to new time zones to get those who couldn't normally participate in them to show up.

Minister of Defense @Moon
Goals for the term:

Create a sustainable regular update force that can be relied to present upon for updates.
Decentralize command duties from the Minister of Defense and bring up new officers to rely upon for large operations.
Continue expanding the Tidal Force through civilian recruitment/incentives.
Improve public perception about the SPSF and its activities.

Goals for the next two weeks:

Set up a master SPSF forum account which would be used to maintain the resources present here. This is to avoid having single players monopolize something intended to benefit the wider community.
Continue talks with allied militaries about finalizing wargames details. This got punted back to a later date due to different unavoidable circumstances and I would like to return it back on track to be held soon.
Discuss the operational procedures of the Tidal Force with the General Corps, and settle on a fixed direction for it. TF has been stuck in a weird transitional state for a while now after its previous coordinator was administratively banned from the region and I intend to provide a clear heading for its members to follow as soon as possible.
Review our training methods and materials and identify things that we can improve upon. These will include the issues and ideas I have already stated in my campaign, as well as some new ones. Of course, feedback from our members will be a crucial part of the process, as we would not be able to do anything at all in this regard without their valued output.
Reach out to the Ministry of Media for talks about SPSF promotion in its media outlets. While the ministry is currently a bit disorganized right now, I have faith in Wizard that they will be able to turn this around and return it back to activity. Once it is back, I intend to use its mediums to promote the good work we are doing at both home and abroad, increasing our interregional visibility and potentially attracting players looking to get involved with our unique flavor of military gameplay.
And finally, figure out new recruitment strategies to utilize to expand our roster with the assistance of the Generals Corp and the Ministry of Engagement. I do not actually expect this to be a simple thing and would likely require lots of experimentation along the way, so it might take a while to function in the way it was intended.

Goals for the next two weeks:

Continue F/S talks with regions (next is probably TEP).
Begin work for better onboarding.

Minister of Media @Wizard Ferret
Goals for the term:

Twice monthly publications of TSJ full editions, article count being bolstered by more active reporting on NSGP and events in major regions.

Goals for the next two weeks:

Discussion with MoM Leadership regarding best use of Ministry forum threads (ie current thread was created by Moon, what is the best way to have a Ministry thread that isn't in need of replacement with each new Minister).
Determine accuracy of staff list (is everyone listed actually able to function as expected in designated role) and with updated staff list determine possibility of article assignment being incorporated with current method of article topics and submissions being generated independently by staff.
Conclude on if Roleplay content can be feasibly added to TSJ editions.

Goals for the term:

Getting more South Pacific citizens interested in debating and voting on specific WA resolutions within OWL and the South Pacific.
Improving staff retention within OWL.
Getting OWL's two new Bureau's up of the ground and operational.

Goals for the next two weeks:

Reaching out to the two Administrator's responsible for each of OWL's bureau's, checking in on them, and asking them how they are getting on with organising the two bureau's for operations.
Clearing out inactive/non-contributing staff members, and potentially promoting some members of OWL staff to senior staff members.
