Amendment to the Charter of the World Forum

Dear Ambassadors, esteemed guests,

we have assembled here today to debate on an amendment to the Charter of the World Forum.

The World Forum watched in horror as the war in Nicholas and Great Britain enfolded. It was something this organization swore to prevent, and it was something which showed how fragile, yet essential, peace is. The malfunctioning of the WF in providing fast and multilateral help to the peoples of N&GB could have been detrimental to the situation.
Let me remember you that in March 2017, when the Charter of the World Forum had passed and every nation which has joined since, has sworn to "maintain peace, order, and stability in the world." We now fulfil our duty and step up to our responsibilities and ensure to do the most we can to provide peace, not for us but for those to come, to those who shall never know what war is like. It was Cicero, I believe, who said: "I cease not to advocate peace; even though unjust, it is better than the most just war." We now have the power and with that the responsibility to make a peaceful world!
It is on these grounds that we propose the following amendment:

Introducing a new section to the Charter of the World Forum concerning use of power
The World Forum,

determined to stand up to its purpose of ensuring peace, order and stability in the world,

wanting to give the Assembly, and thereby its Members, the power to ensure that peace through diplomatic action, and if necessary military action,

noting that if the Amendment shall be passed the current Article IV and Article V shall be renamed to Article V and Article VI respectfully,

determined to save future generations from the scourge of war, which has brought untold suffering to humankined,

Amends the Charter with the following article:

Article IV – Use of Force

Section A – Determination of breach of peace
  1. The Assembly shall determine the existence of any threat to the peace, breach of the peace, or act of aggression and shall make recommendations, or decide what measures shall be taken in accordance with Section B and C, to maintain or restore international peace and security.
Section B – Diplomatic measures
  1. In order to prevent an aggravation of the situation, the Assembly may, before making the recommendations or deciding upon the measures provided for in Section A, call upon the parties concerned to comply with such provisional measures as it deems necessary or desirable. Such provisional measures shall be without prejudice to the rights, claims, or position of the parties concerned. The Assembly shall duly take account of failure to comply with such provisional measures.
  2. The Assembly may decide what measures not involving the use of armed force are to be employed to give effect to its decisions, and it may call upon the Members of the World Forum to apply such measures. These may include complete or partial interruption of economic relations and of rail, sea, air, postal, telegraphic, radio, and other means of communication, and the severance of diplomatic relations.
Section C – Military measures
  1. Should the Assembly consider that measures provided for in Section B would be inadequate or have proved to be inadequate, it may take such action by air, sea, or land forces as may be necessary to maintain or restore international peace and security. Such action may include demonstrations, blockade, and other operations by air, sea, or land forces of Members of the World Forum.
  2. All Members of the World Forum, in order to contribute to the maintenance of international peace and security, undertake to make available to the Assembly, on its call and in accordance with a special agreement or agreements, armed forces, assistance, and facilities, including rights of passage, necessary for the purpose of maintaining international peace and security.
  3. Such agreement or agreements shall govern the numbers and types of forces, their degree of readiness and general location, and the nature of the facilities and assistance to be provided.
  4. The agreement or agreements shall be negotiated as soon as possible on the initiative of the Assembly. They shall be concluded between the Assembly and Members or between the Assembly and groups of Members and shall be subject to ratification by the signatory states in accordance with their respective constitutional processes.
  5. When the Assembly has decided to use force it shall, before calling upon a Member not represented on it to provide armed forces in fulfilment of the obligations assumed under Section C, invite that Member, if the Member so desires, to participate in the decisions of the Assembly concerning the employment of contingents of that Member's armed forces.
  6. In order to enable the World Forum to take urgent military measures, Members shall hold immediately available national air-force contingents for combined international enforcement action. The strength and degree of readiness of these contingents and plans for their combined action shall be determined within the limits laid down in the special agreement or agreements referred to in Section C, by the Assembly.
Section D – Carrying out
  1. The action required to carry out the decisions of the Assembly for the maintenance of international peace and security shall be taken by all the Members of the World Forum by some of them, as the Assembly may determine.
  2. Such decisions shall be carried out by the Members of the World Forum directly and through their action in the appropriate international agencies of which they are members.
  3. The Members of the World Forum shall join in affording mutual assistance in carrying out the measures decided upon by the Assembly.
  4. If preventive or enforcement measures against any state are taken by the Assembly, any other state, whether a World Forum Member or not, which finds itself confronted with special economic problems arising from the carrying out of those measures shall have the right to consult the Assembly with regard to a solution of those problems.
Section E – Exceptions
  1. Nothing in the present Charter shall impair the inherent right of individual or collective self-defence if an armed attack occurs against a Member of the World Forum, until the Assembly has taken measures necessary to maintain international peace and security. Measures taken by Members in the exercise of this right of self-defence shall be immediately reported to the Assembly and shall not in any way affect the authority and responsibility of the Assembly under the present Charter to take at any time such action as it deems necessary in order to maintain or restore international peace and security.

We welcome the Efladian initiative to refine our World Forum Charter and provide this organisation with more means to interfere in situations, that are detrimental to the peace, security and stability of Pacifica. However reading through this proposal, it has to be noted, that it is at the very least questionable, whether an amendment of the Charter is needed. Many of the things proposed here are, even if not in such detail, already laid out as responsibilities of the International Court or the Committee of International Law. Since it's our opinion, the necessary amendments could sufficiently happen through amendments to their respective resolutions, which, unlike this proposal, would not need the support and re-ratification of 2/3 of the Assembly, the Federal Republic of GI-Land will try to work on an own proposal due to be presented to the Assembly the latest in a couple of weeks.
