Yes. In the early days, Ministers were called Secretaries. Actually, it'd be interesting to see when the change was made (I could do that, don't worry about it).

regarding my earlier assumption that Vice Delegate was once known as Vice President, I've found in an early version of The Charter as a result of the first Great Council which states:

Quote:Article 23 - Responsibilities of the Vice President
1. The Vice President shall carry out all duties of the Delegate in the absence of the Delegate.
2. The Vice President shall moderate and submit all regional suggestions and amendments to the Charter, which are not to be codified in the Code of Laws, to the Cabinet and Delegate for approval, and then to the nations of the South Pacific for a vote as outlined elsewhere.

I hesitate to do that, since they also appear to have some CoA responsibilities. I would consider the VP an early version of VD+CoA. What we probably should do is contact both Tsu and Fudgie, and ask if they could explain a bit about how the role was, compared to the current VD. I say Fudgie, because I know she was VP at some point. Tsu, I'm not sure, but he is our oldest remaining citizen, so he probably remembers.

From the info I've gathered, the transition from Secretary to Minister happened somewhere between January 28, 2006 and April 9, 2007.

I specified those dates because I have election records of Secretaries of various departments for January 28, 2006 as well as the first election for Prime Minister which ended April 9, 2007

While it may have been suggested, I don't think that is the correct date.

I think the election results from February 2006 were mistakenly labelled as elections for "Secretaries", but the official changes still applied. I say this based on the following evidence:

I would say that while officials were still referred to as Secretaries until a bit later, the official change was made with the January 2006 Great Council.

The Ministry of Security can't be too far from this. The first election was on April 9, 2007 as well.

The Ministry of Security was created by combining Defense and Intelligence Ministries.
