Punchwood -- as Henn said, it's about posting on a RMB. Nothing dubious and I only described it as "top secret" in jest. While it is a surprise, it's not threatening in anyway and -- ultimately -- is aimed at enhancing relations with an ally.
Ideally, if we can pull this off, it would also be a template for additional actions.

I'm saying I wouldn't allow anyone to use the Ministry HQ to recruit you guys for coups or missions, since our job is to work for the region, not go work for others. That person would lose access to the HQ within seconds.
