There does seem to be something of a disconnection between the official role of the Vice Delegate, which is security focused, and the perceptions of what it is in terms of being an aide to the Delegate and general odd job man.

I think an argument could be made fo the removal of the electoral nature of the office, replacing it with internal self selection by the CSS like how the Court selects a Chief Justice.

I don't think that's a good idea. I'm on my phone or I would work on elaborating but I think what we have now is just fine and doesn't need to be changed. There isn't anything wrong with it and in fact has worked ffabulously for the past how many elections?

The CSS was originally created when we split the security and army portfolios of the old MoS apart. The idea was to have dedicated officials for both, but the VD hasn't been a dedicated security official.

An alternative would be to perhaps alter the composition of the CSS, with the Chairing duties of the VD removed. Keep the elected Delegate/Vice-Delegate system but have a separate CSS chair with the security remit.

I have a serious question. What is the Vice Delegate actually supposed to do, in terms of security? Yes, check citizenship applications, lead the CSS. We all know that. But what is the VD supposed to actually be doing?

There's a huge amount of detail and work that goes into Security, most of which gets little attention due to the fact that it's intentionally not advertised, principally involving counter-espionage and monitoring internal threats. Historically a significant amount of that was conducted semi-formally by specific CSS members, but at present I'm under the impression that it's essentially ignored. The CSS's most visible role is one that it only has to exercise under extreme circumstances, but it was always meant to have a more active if discrete set of duties.
