Legal Question (interpret the meaning and application of a law) The Bloop

Premier Ankya Isolistroyey!" one of her ministers exclaimed as he stepped up to her open door.

"Enter," she said with a smile as she replied in Unionian. The thirty-year old vulpine female had been placed in charge of the Vekaiyun colony of Yishevyu since Vekaiyun Premier Ikrisia Levinile appointed her just before the close of 2010. Since then, her territory had been rather quiet. Nothing extensive. Nothing that would sour relations with other nations in the realm. After all, Vekaiyu depended on the colony for various goods. A quiet Yishevyu meant the Vekaiyun Premier was probably content with the way in which the colony was run.

"Yes, Premier Isolistroyey," the minister replied. "No doubt you've heard of the reports from earlier today?"

She leaned forward at her desk, setting aside some paperwork and closing a few vidscreens. "Yes... luckily the media hasn't picked up on it yet. What was it?"

"Well, at approximately oh-eight-thirty-two radar directed at approximately 53 degrees south and 23 degrees west picked up a very llarge object. A loud, very strange sound followed. Seismic activity indicates this was more than just a loud noise. We're not quite sure what to make of it."

"Nuclear test?" she suggested.

"Does not match signatures, milady. And no nation would dare test a weapon in that sea."

"Hmm... this is quite a predicament, Viktor," she said to the scientist. "What do you think it is?"

"Could be something bigger, milady."

She paused. "You don't suppose it could be an anomaly?"

He shook his head. "Highly unlikely."

"Ah. Well, I shall send a team to investigate the exact coordinates. Do you have them?"

"The coordinates? Yes, milady."

"Great! Dismissed."

As soon as the minister left her presence, she brought up a vidscreen and began to type out an email to the various leaders of The South Pacific in her contact list. Of course, few probably spoke Unonian, so she was quick to type it in English. Luckily for her she received extensive training in both languages in her youth.

FROM THE DESK OF PREMIER OF YISHEVYU ANKYA ISOLISTROYEY

Greetings,

Scientists and researchers from Yishevyu have indicated seismic activity at 08:32 Yishevyu Standard Time (YST) following by a loud noise. We at Yishevyu are announcing a general inquiry into this bizarre phenomenon. Should this event be due to weapons testing, we will find the purpetrating group and ensure they are brought to justice. Either way, we are committed to getting to the bottom of this.

Therefore, we ask if any other information could be provided by other nations regarding this event. We consider this a region-wide event, and therefore expect full cooperation among other nations.

I look forward to fielding any and all responses.

Regards,
Ankya Isolistroyey
Premier of Yishevyu

Shortly after the email had been sent, she informed the necessary channels to send out a naval task force to scope out the general premeses.

The Office of Kyle Marone

After consulting among the Legislature, it has been decided that Sporaltryus will attempt to research this phenomenon, despite strong opposition by a large number of parties within the nation. Several warships stationed nearby have been ordered to investigate the coordinates, and are en route as this message is sent. We shall contact the Premier of Yishevyu upon the arrival of the warships at the designated coordinates.

Speaker of the Legislature

Diamond Shine Castle, Daonlathas, Ryccia
The King, like always, was watching the news. He loved to see the news, as it would entertain him. He sat in his office chair, while also making an article on how to rebuild a town in the west of Ryccia. When his favorite news segment, World News, was on, here is what he found:
"And in Yishevyu, a suspicious identity has been detected near its waters, following an earthquake that shook the sea. Scientists were sure to identify that an object or something is there thanks to a loud noise on the area. More on these reports as the story progresses"
The King was rather worried. But since it was not of importance, the King did not care that much until...
"Sir! Have you heard the news of Yishevyu?!"
"Well yes, why is this topic of importance? Something wrong?"
"Well, we are in deep sea trouble. Our military was secretly testing weapons near that area behind your back or the government's... you know, the usual... Hehe?"
The General then thought of his last statement with regret. The King got furious and then...
"WHAT?!!!! WHAT HAVE YOU DONE, YOU F***, YOU'LL BE STRAIGHT IN JAIL, YOU HY*******!!! YOU M***********! YOU ARE SUCH A J******! GRRH! YOU!!!!!!!! GAAAH!!!"
The General shrieked in fear. What actually scared him of the young, 13 year old King was not his temper, but his power. He could get fired, or even jailed.
"Hrhm... Get the troops out of there now!"
"We already did! There is nothing that can be backtraced to us... I think...?"
"You have got to be kidding me..."
"How about we help them search? That will draw their attention on the search, not us"
"Why do I have to fix other people's broken plates?"
The King ordered the General to go away. He was, undoubtedly angry at the General, but very scared as the international community might comnend Ryccia. He feared that.

An official statement
The Ryccian Government will send 5 ships and 8 helicopters plus 100 men to help on your search. Thank you for your attention.

Premier Ankya Isolistroyey mulled over the various reports and statements generated by several nations of The South Pacific while on the phone with Ehjy Solikastre, the Iskovi Commodore of the Vekaiyun Navy. She was initially intrigued at the amount of help supplied, but after noticing an usual trend with the reports, her conscious got the better of her and she decided to humble herself in front of someone who probably knew more about naval operations more than she ever could.

"...I just found it odd," she continued. "So many immediate responses with respect to sending warcraft into the locale."

"I'm not familiar with your region's politics," Solikastre spoke after a long pause. "And we've had plenty to deal with in the east. Still, you were right in contacting me and bring this information to the attention of the Vekaiyun Navy. What actions have you taken?"

"I spoke to the commodores here. They dispatched a destroyer. Nothing substantial."

"Destroyer?"

"Yeah, the ship's name was Reskoyo. I think."

"Oh, okay. It's an older Piskiri Class destroyer. Not really a good idea to send a ship out there by its lonesome."

"She was given the orders to embark before we received these reports."

He paused once more. "Well, you have two options: you could either continue with the present plan, or allow the rest of your roaming fleet to catch up. On the one hand, you might be the first to reach the destination which, judging by the volume of military responses you've received, will probably run into some dangerous waters. And that's if we're sure this involves some kind of weapon."

"So we should wait and get the whole fleet involved?"

"I didn't say that. Honestly, my question is why send out a ship in the first place?"

"This is the first time we've had something like this happen," she replied. "Plus we don't really deal with stuff like your lot does back home."

"Well, it's going to be interesting to see what happens when several navies convene at a spot in open waters, to say the least. Why not have aircraft do a flyby?"

"I'm just a politician. I don't have any military experience. But if you're throwing out all these suggestions, then there's something broken over here."

"I'll say there is."

"We need our own commodores," she stated. "You all are so busy over in Vekaiyu that you don't devote enough time to what goes on over here!"

"You have your own commodores. It's just that they probably don't talk to each other a lot over there."

She sighed. "Alright. Well, I don't want to send my entire fleet out there. I'm going to stay the course unless someone over here says otherwise."

"I would advise you to keep the rest of your fleet on high alert. Never know what could happen."

"Alright. Reskoyo should arrive tonight, unless they run into trouble."

Research ship Daedalus, en route from Sporaltryus
"Any ideas?" said the lieutenant that had finished briefing the scientists.
Some heads were shaken, some people looked thoughtful, and one scientist said, "I hope you know that most of us are virologists and toxicologists. We don't have much of a background in this."
"We are aware of that," said the lieutenant, shrugging helplessly. "But with the civil war, the government has been unable to bring any more scientists out."
"We'll need as much data as you can get," said another.
"It has already been sent to your computers," replied the lieutenant. "You're dismissed."
The scientists stood up and left, heading for their lab.

From the Office of Jasper Henn

It has come to my desk that the warships that have arrived at the location has gone missing, that is to say, they have not reported in for quite some time. We have waited and attempted to figure the cause of such an occurrence, and as such, we have worked our way to contacting Yishevyu itself. We would like to know more about this phenomenon before proceeding with more ships, this time civilian as well, into the area we have deemed "The Contact Area".

Thank you.

President of Sporaltryus and Aquica

Quote:Dear Premier Isolistroyey:

In your response to note sent on 2/10/15 regarding Seismic activity, the Kingdom of Fyjbarrzee is reporting visual reports of "colors in the sky" at around 08:29 YST that day. Reports from multiple sources have indicated that the sky had shown changing hues from crimson to deep violet to a pale yellow that morning.

To our citizens, I have brushed it off as a weather phenomenon. However, I would like to be informed of the results of your investigation so as to advise the security of my people. Good luck.

Sincerely,
King Jaeg of Fyjbarrzee

We have lost contact with the Daedalus. The homing beacon continues to transmit, but we cannot hail them on the radio.
