Oh, I did just think of something, however. I noticed Dalimbar is included on this possible Watchlist. He did just apply for citizenship and was not yet officially rejected, but rather his application was listed as "under review".

Can we now safely assume he shall be denied? Or Todd McCloud, for that matter, since he just applied yesterday and is also on this proposed list?

For the second time, please read this again, more carefully.
This Watch List is meant to be a method by which potential security threats can be added to a list that the Vice Delegate can check when processing citizenship applications. It is meant to be a warning, not a boot-on-sight kind of thing.
Also, the names currently on the list were proposed by Unibot as a rough draft. When this bill comes to vote, they will not be included on it.
Finally, I fail to see how this proposition is "Orwellian".

Consider my proposal withdrawn. If we do something like this, it needs to be done more smartly - it'll just be a point of contention.  I don't want us to embroiled in seven page threads over every new addition to the Watchlist.

Sorry Hopolis - I say that because I seen it happen multiple times in NS.

1. Victim doesn't want to report it.
2. Friends encourage her to.
3. She reluctantly does after months.
5. Courts require more evidence.
6. She folds and publicly apologies to her harasser, or something like that.

It then becomes, usually, a fight between her friends and the harasser - with the victim just concerned about "making it all go away".  The problem is the harasser is still there in the region and he exists because victims time and time want it to just go away - leaving the problem, inadvertently, for the next victim.

Is this Watch List to address possible RL threats, like stalkers, or is it to address IC game threats? The intent seems murky.
