Todd, while I understand what you're saying, I'm not sure this point is where we take up this mantle. What I'm suggesting is solely to allow *someone* to process cit. apps.

Again, I think we need to have a discussion about how we define security threats. But to cite this regarding the replacement, but not the main processor, I think would be misguided.
