There are still resources in Ryccia and such. Most companies who are investing are public anyway.

I didn't say I want Ryccia to fall again. I said I don't think anyone wanted to see the rebels united. I can't speak for everyone else, but personally, you are so difficult to deal with when roleplaying as Ryccia, whereas as Kys you are very reasonable and approachable. That is why I think many dread the return of Ryccia.
