No, I don't think you should. Alliances work better with small and medium-sized parties, not with microscopic size parties. Dozens of parties with 0.1% popularity don't really stand a chance. I'd go for a number of parties with enough popularity to result in a fragmented parliament, forcing negotiations for alliances.
