They are in the same continent, and we share the same lands. We bear no hate to them, nor do we have praise towards them. The first time we have came in contact with Ryccia was the restoration project along with Qvait, and the high-speed railroad project linking the three cities. Which presumably is going on now.
Yes we do agree with the Sporaltryan and the Awesomiasan delegates, that Ryccia is a rather unstable state, with evidence that it switched heads of state so quickly, and coincidentally, at the moment Sporaltryan remarked King Jose I to be "A Hormonal Teenager running Government". Furthermore some of Hammerstar's teachers and engineers have reported to us concerning the state of the country, it is deteriorating. Making us question their ability as a functioning state. However, we must remember that Ryccia is a nation close to Hammerstar, and we have agreed to help the war torn country get back on its feet. We have encountered a similar thing with Ryccia, the feeling to have your entire country ruined. For us, it is the Twilight of Maelstrom. When The first regime, The International Knights, faced many disarray and rebel groups to a point that the country had to dissolve. We re-established it back in the 1800's and rebuilt it while still keeping isolation. We still remember what it felt like, a ruined nation without any helping hand. Thank god that we are able to stand on our feet as a glorious nation once more... We lent Ryccia that hand so that it would not feel lonely after the war, we're sure that Qvait has some other reasons on helping Ryccia, but that is our reason. We support the comprehensive immigration framework as we have seen no fatal flaws in this plan, and nothing of a sort that is considered "Extreme".
Be that as it may, any system is perfect. In paper, it truly is. It is just a matter on wether those who abide to it, use it properly, only then shall the flaws of a system come to light. We shall see that wether this system, would work out for the better, or for the worst. And that wether member nations abide to it, or vehemently dispose it due to their own personal interests. We would appreciate more insight into the tests and how they affect the citizenship status of those taking them. How are the living conditions of those who choose not to take the test or fail to pass them? How do they compare to the living standards of those who pass the test or pass with honours?

Oh, well in that case. Those who completed the Regula Rationalis could be said to have a certain... Pedigree. They do not affect the citizenship status, and living conditions are judged by monetary values and the ability to control their happiness and money. However some corporations has been using a part of the Regula Rationalis to filter out workers. RedSky Studios ask that their Team of designers to attain a Phd in graphics engineering/drawing/etc.
Passing the test with honours will certainly make you receive more respect and would open more doors. All countries, once presented with an honor-level graduates, would gladly open many doors for them than to graduates with average qualifications. Those who fail, would suffer no penalty of somesort, since this regulation is merely a bucket list a lot of people agreed to.
