My point still stands. I'm not saying they wouldn't go to Kys or anywhere else, but it seems odd they'd only pick that and Hammerstar.

Kys is because cheaper flight and ferry prices over a 2013 treaty to promote tourism between the two. Also because Kys is willing to accept any refugee coming from Ryccia and Laiwan, and because Kys has one of the fastest refugee acceptance processes in the world.
