Discussion on Environmental Reform
#1

President Gabriel West took to the Southern Cooperation Organisation to discuss environmental reform.

"I stand here to bring forth a discussion on environmental reform in the South Pacific. To improve the environment of nations member to the Southern Cooperation Organisation, I ask for a resolution in this organisation that would set universal standards for all members to follow. One part of this resolution would impose a universal ban on coal and the production of it. In each country, either the coal power plants will be shut down, or they will convert to natural gas. I know that natural gas is harmful to the environment as well, due to its carbon emissions, but this is one small step towards a world that I hope, one day, will rely solely on renewable resources.

I also propose for a universal ban on hydraulic fracturing, otherwise known as "fracking," which proves to be very detrimental to the global environment. There are other ways of acquiring natural gas, which is overseas, but I also hope that we can phase out overseas drilling one day due to the ever-growing concern about oil spills.

Today is when we can start making the transition to renewable resources. Slowly, we can close power plants relying on non-renewable energy and convert to renewable resources such as sunlight, wind, tides, and geothermal energy. It is time to eliminate our carbon footprint and become 100% renewable. I know that this is bound to be a slow and expensive process, but it is a necessity that will create good results in the long-run. I call on the members of the Southern Cooperation Organisation to partake in this process to save the future."

Farengeto continues to phase out coal, and is expected to completely phase it out within the next two decades. We will not support any immediate ban on coal, as the economic impact both from the collapse of the industry and forced rapid transit of power generation would be devastating.

Farengeto also has committed to reducing its emissions and eventually phasing out fossil fuels as a power source, however until such time that renewable sources become sufficiently viable such a drastic shift to zero fossil fuels is hopelessly implausible.

As well, Farengeto does not currently oppose hydraulic fracturing, and at this time we currently believe the economic benefits outweigh any current environmental risk.

While we commend your idealistic enthusiasm, the cost of such punitive measures would be destructive and we cannot support any such rapid transitions and suggested here.

Since Qvait has formally withdraw its membership in the SCO, the discussion still goes on. In their absence we have formally taken Qvait's place as moderator, seeing that no one else would like to take its place.

Now, we propose of attacking the issue from different viewpoints, we feel that this the issue of an environmental reform in the SCO could be attacked in these first five points

1. Which non-renewable resources are we banning?
2. Which renewable resources should we focus on?
3. Would there be a cooperation protocol concerning the usage of renewable and the phasing of non-renewable
4. The case on Hydraulic Fracturing (Fracking)
5. Conservation of forests and marine life

Perhaps there are other members of the SCO who would like to discuss more concerning the matter, perhaps they can present to us an issue concerning environmental reform

Sincerely

Acting Hammerstarian delegate to SCO
