While I understand Ryccian Antarctic South Pacific Territory has control over its own foreign affairs, its obvious todays actions that it does not control its own internal affairs.

I do not think any Ryccian land is suitable for the SCO.

Awesomiasa concurs with the remarks of the Rebeltopian and Farengeto delegations. Given the influence that mainland Ryccia has over RATSPT, we do not believe that RATSPT is a suitable candidate for accession at this time.
