I mean you don't trust is with nuclear stuff. Although creating anew government would be better, we can't have land with rogue things and all that stuff.

Kringalia will probably be happy with the offer to hand over the remaining nukes, but it will still demand a military presence by the ISC to verify full dismantling.

Alright, here's a deal so we can stop fighting and I can stay focusing on Cathalea instead of Sporaltryus.

If the ISC promises to hold no more than half of the garrison at each nuclear facility, and can dismantle each facility within a week of the dismantlers arriving, we'll allow a full dismantle and transfer of nuclear weapons. Conversely, we can flood all nuclear facilities and storage areas for nuclear weapons, making it highly difficult, if not impossible, to actively use them again for a very long time. Long enough for every nation to have developed nuclear defense systems themselves.
