Stage 1: Agree on problems to address

Stage 2: Debate and vote on which *broad* solutions to move forward with

Stage 3: Draft, debate, and vote on different versions of the above proposals

Pretty much, yeah.

The way I'm looking at it is that if we move into the drafting stage knowing what we want to achieve in terms of solutions, we can then focus on the best way of making it happen. Say that we've agreed that restoring some kind in-game electorate for the Delegacy is the best solution to the game/forum divide; we can then discuss contrasting models/systems of achieving that, rather than have one set of proposals advocating for a bi-cameral legislature and another set advocating for an in game electorate.

I can agree to that, as long as we're voting on problems, and then solutions. Though I do think the chairs will need to enforce a standard so that the "solutions" remain broad.

Preamble:

The Spring 2016 Great Council has been called to address the structural problems that led to the Janurary/February constitutional crisis and state of emergency. Whilst no topic is off limit, the following specific issues are identified as the primary issues in question; the organisation of the forums and forum administration, the organisation of the government and proper separation of powers, the nature of relations between the forum based government and in game region, and the nature of community interaction with specific emphasis on toxicity and player behaviour.

Article 1: Chair of The Great Council

1. The Assembly hereby designates Delegate Tsunamy as Chair of The Great Council
2. The Assembly hereby designates Vice-Delegate Drugged Monkeys and Awe as Co-Chairs of The Great Council

Article 2: Timeline of The Great Council

Section 1 - Identification of Problems
1. A period of no less than one week for the identification and discussion of structural problems will begin immediately after this resolution is adopted.
2. No proposed draft charters, laws, or other legal documents may be presented to the Great Council during this period.
3. This period will conclude when either of the following occurs;
4. The Great Council, by a 60% majority, adopts a memorandum identifying an agreed upon set of structural problems.
5. The Chair and Co-Chairs declare the period to be over.

Section 2 - Identification of  Solutions
1. A period of no less than one week for the identification and discussion of solutions to the identified structural problems shall occur.
2. No proposed draft charters, laws, or other legal documents may be presented to the Great Council during this period.
3. This period will conclude when either of the following occurs;
4. The Great Council, by a 60% majority, adopts a memorandum identifying an agreed upon set of solutions.
5. The Chair and Co-Chairs declare the period to be over.

Section 3 - Drafting and Discussion
1. A period of no less than one week for the drafting and discussion of proposed draft charters, laws or other legal documents shall occur.
2. Such proposals must be based upon the identified set of solutions.
3. Such proposals must be deemed complete by the Chair and Co-Chairs to qualify to be brought to vote.
4. Complete is defined as fully functioning, either in cooperation with existing laws or in replacement of such.
5. This period will conclude when either of the following occurs;
6. The Great Council, by a 60% majority, passes a motion initiating voting.
7. The Chair and Co-Chairs declare the period to be over.

Section 4 - Voting
1. A period of no less than five days for voting shall occur.
2. Voters must list all proposals brought to vote in order of preference.
3. Included among the list of proposals must be an option of maintaining the current system, such as "No change".
3. The adopted proposal will be the proposal that, when paired up against any other proposal, would surpass any other proposal in terms of support.
4. If no such proposal exists, the adopted proposal shall be determined by an instant-runoff vote.
5. In the event of a tie, the Chair and Co-Chairs will select a proposal to adopt from the tied proposals.

Article 3: Other

1. Regardless of the outcome of the Great Council, all existing treaties and other diplomatic documents shall remain in force.
2. Should elections be scheduled to occur before the conclusion of the Great Council they will be postponed until its end.
3. Should the Great Council lead to the adoption of a new electoral system, or a change in the form of government, special elections must be held no later than one week from the conclusion.

I still think the one week gap between the new Charter and special elections is too short. As we've seen with the recent election, we don't want to rush new election law and end up with something that causes problems in the first election under the new Charter.

I put that in in expectation that the forms of government or elections will change significantly. How long do you think would be preferable?

Two to three weeks. We need sufficient time to revise election law after the new Charter is enacted. The new Charter can make provision for the existing Delegate to remain in office in the interim.

Are we not revising our entire set of laws? I imagine we will be discussing elections *during* the GC.

I was under the impression that Great Councils were only for revising the Charter. Election law has not previously been included in the Charter, and I don't think it's a good idea to start including it in the Charter now. If anything, we should be looking at including less in the Charter so that more will be open to change by simple majority vote.

Regardless, since we don't know whether we'll be revising election law during the Great Council, I don't think these procedures should set a one week deadline. Perhaps that provision should just be stripped altogether and we can set a deadline for new elections during the Great Council.

My understanding is that everything is up for review and potential reform, not just the Charter. I imagine any major reform of the government structure would also require reform of the election laws.
