Sorry I meant the idea of "towns" for people to locate in etc.
I think that'd depend on any interest the initial 'town' received.

Thoughts:
1. We elect a Mayor to manage the city and promote activity in it. 2. We have a TSP capital city with different streets or neighbourhoods. Market Street could be the business street, for instance. We could also have a residential neighbourhood, though I'd focus first on Market. I like the idea of towns, but do we really have enough activity to support them right now?
