Update on CAIN

I see no reason why we should do something that risks antagonising many regions, some of whom are our allies, when we don't stand to gain anything by doing it. We have no reason to leave CAIN and there are more benefits to staying than there are leaving. I would be very disappointed to see us leave CAIN based on the reasoning I have been seeing.

Look, has it done anything worth mentioning? Seriously? All I had heard about it before trying to get involved in NS politics was that proposed condemnation. I still haven't heard many positives aside from actual member of CAIN talking it up. I skimmed through the forums when the condemnation was put to vote. A lot of people hate it. Sure it wasn't passed, but that's because the biggest regions are all supportive of it.

The amendment to the CAIN Charter found in the OP is scheduled to go to vote among regional representatives on Friday, and will conclude at vote on Wednesday, April 19, at which time if it passes the vote of representatives we may bring it to a ratification vote here. I have communicated this to Escade and will be casting TSP's representative vote according to her direction, and she in turn has said she is consulting the Cabinet.

If anyone has anything else to say about the amendment prior to the representative vote, now would be the time!

It should also be noted that The East Pacific has withdrawn from CAIN as of yesterday, as they are concerned that CAIN is not transparent enough -- one of several issues likely to be on the agenda as soon as this amendment passes -- and they don't like the Nazi Collaborator designation. Their new Delegate, Hobbes, has demonstrated a heaping helping of public disdain for CAIN since taking office. It should be further noted that The East Pacific was not at all contributing to CAIN, not even the minimum contribution of its regional representative casting votes, so this is no great loss to CAIN.

At Escade's direction, I have voted in favor of the amendment on behalf of TSP.

I will let the Assembly know when and if it passes among regional representatives, at which time it will need to be considered for ratification.

The amendment to the CAIN Charter found in the OP has passed a vote of signatory representatives. The vote currently stands at 14-0, with seven signatory representatives (including from two signatory regions suspended for inactivity) not voting. The vote remains open until tomorrow afternoon so that the remaining signatory representatives may cast votes for the record.

As the amendment has passed a vote of signatory representatives, it is to be sent to signatory regions for ratification. According to Article VI, Section 7 of the Charter (TSP's Charter, not CAIN's), the process is now for Escade to present the amendment to the Cabinet for majority approval, after which she may formally submit the amendment to the Assembly for ratification.

In the interest of transparency, signatory representative voting as it currently stands occurred as follows. Should additional representatives vote before voting closes tomorrow, I will update this post.

Edit: The final voting tally was 15-0 for the amendment, with one abstaining and five (including two suspended) not voting.

With the cabinet's support I would like to motion this to vote and hope we stay on with CAIN with the new improvements.

Pursuant to Article IV, Section 7 of the Charter, and following notice from the Chair that he would be busy today and legislation may be brought to a vote by a legislator, I have brought this treaty amendment to vote.
