@ Belschaft, would you like to shift your motion to vote from the draft in the OP to this second draft? Alternatively, it seems @ Tsunamy wants more significant amendment, so it may be worth withdrawing your motion to vote altogether to discuss further amendments in a more deliberative way. I have to admit though that I still can't fully wrap my head around what Tsu wants this legislation to look like, so I would appreciate it if he can try to elaborate.
That said, noting that there is a motion and a second, I will move the first draft to vote within 24 hours unless the motion to vote changes or is withdrawn.

Simple majority (50%+1), which is the threshold established for all general resolutions by Article 1, Section 5 of the Legislative Procedure Act, which passed earlier today. I have edited the language of that particular provision in the draft to say "by general resolution" instead of simply "by resolution" so this will be absolutely clear. Thanks for pointing that out.
