I can give you a ball park estimate of 1 Army group (400k-1million [obviously not 1 million]) total scattered throughout the islands (including the claimed islands, and roughly 120,000 settlers. The Senran Islands was established under a military expedition comprised of the Senran Army Group. Civilians were shipped in after they took control of the largest island. There are also over 340 warships (that includes auxilary noncombatant ships) within the Senran Fleet.

Overall the non-canon population is over one hundred thirty one million people. The main empire itself suffers from severe over crowding and uses a variety of means such as supporting emigration, building extremely large ships, or carving deep into the islands themselves or other creative means aside from population control. For the most part, they're a seafaring group, so the vast majority of Frosts don't reside on the islands keeping the population stable.
