In the modern Ryccian Empire, a Prefect is the central government's representative on a planet, and are officially in charge of enforcing national laws. In the early stages of the New Empire, centralist politicians gave Prefects ample power to intervene in a planet's affairs, but in the modern day, a Prefect can only intervene in the government of a planet with a court order supported by the central government. The Prefect is in charge of all national police forces in a world in the central government's stead except for the Imperial Armed Police, the Empire's official gendarmerie which is controlled by the Directory of the Imperial Armed Police. In practice, Prefects (and by extent the national civilian police forces they command) and local representatives of the IAP closely collaborate with each other.

Most of law enforcement is left to local authorities, including the enforcement of national laws if the central government's resources are insufficient. A local government can object to a Prefect's actions by appealing to the Ministry of the Interior or to a national court.

The appointment of Prefects is done by the Executive branch of the Imperial government, specifically by the Ministry of the Interior. All Prefects report to the Minister of the Interior, who controls all national police overall.

Voluntaia is a planet in the Daonlathas system.

Part of the New Territories, Voluntaia is one of the few worlds in this category that was not terraformed primarily for colonization. Rather, it is a resort world for the Core's elite and upper-middle classes, with millions of wealthy individuals owning villas and/or regularly holidaying there.

History

Voluntaia was once a barren world, devoid of any characteristics that would support life. Before its terraformation, it was known as "Clypeus" ("shield" in Latin), referencing the fact that it held a garrison that defended the capital as a shield.

For most of its history, it was a world that only held a military base as part of the capital's defensive garrison. However, when terraforming technologies experienced a revolutionary breakthrough a thousand years ago, transforming Clypeus was considered as both a symbolic gesture (dismantling the militaristic Old Empire that had ended just years before) and a practical one, as there was a demand for luxury resorts amongst the elite.

Voluntaia is a compound of two words, "Voluptatem" ("pleasure" in Latin) and "Gaia". Most communities in Voluntaia are built around the tourism industry, with towns being centered around resorts. As a result, the settlements of Voluntaia are not that large, with its capital, Heaven Beach, only having 80,000 residents and being focused on a resort complex of the same name.

Due to most residents either being retirees or employees who stay for decades and send remittances back home, a vast section of the population does not qualify for local electoral rights, instead voting in elections pertaining to their home planets. Voluntaia barely qualified for its own Senate seat ten years ago, when census data demonstrated that the eligible voting population had steadily reached 20 million beings, the minimum a world needs to have to gain its own Senate seat. It is also due to this particular population that Voluntaia is diverse, with humans composing 43%, Vonmisians 16%, Vurbentans 14%, Velpans 10%, Kaminoans 9%, and other races 8%.

Voluntaia is the host of the famous retreat of the Strategic Security Command, where the nation's top Generals, Admirals and Intelligence Officers gather every five years to discuss major topics of military importance as well as to socialize. The small mountainous resort town of Gates of Heaven is temporarily closed and militarized to hold this event.

Geography

Voluntaia was once a barren world similar to Mercury. Moreover, its mineral reserves were poor, and whatever valuable ores it had were depleted two thousand years ago.

Today, Voluntaia is a lush world dotted with resorts of all kinds. Beach, ski and countryside resorts dominate the landscape, albeit a few jungle hotels were also constructed for those who were interested. All kinds of agricultural, mineral and industrial exploitation are forbidden in this planet to preserve its terraformed beauty, and Voluntaia retains some of the strictest pollution regulations in the whole Empire.

Metagaming Facts

Voluntaia's geological shape is no coincidence. The architect of its terraforming project, Charles Troitven, knew of Earth, but as a mere fictional story. His family was one of the sparse few who still told the tale of Earth throughout generations, albeit their descendants always believed that these legends were harmless science fiction. This was not perceived as unusual, as families in Charles's home region, Wider Ryccia, invented fictional stories like these in order to entertain their children at nighttime. In order to honour his grandfather (who also thought the legend was a quaint but ancient scifi story), Charles opted to upload an archaic map file passed down generation after generation as the terraforming template for the planet. As a thousand years have passed, no one remembers this tale anymore, and thus the rationale behind Voluntaia's geography has faded into time.

The Dual Majesties are the names of the Ryccian Empire's two ring worlds, which are named Imperialis and Yedinista. These megastructures were created over 600 years ago, and they are known for being industrial and agricultural powerhouses. They are both located in Wider Ryccia, and in terms of classification, they are the smallest category, for they are not included as part of the New Territories. Rather, the Dual Majesties form their own group of worlds.

The Logiquartz are a sentient species of the Ryccian Empire.

Information

The Logiquartz are native to the planet of Chilshert, located in the northeastern Farlands. They live in the planet's many caves grouped into colonies.

They are thought to have arisen as a species 150,000 years ago. Due to their sentience, they drove all other non-rational species of crystalline life extinct as they were able to think logically in order to crush their competition efficiently. This is by their own admission, as colonies can keep records of up to 10,000 years in the past in their collective mind, and key memories of their ancestors can be passed on to future generations, meaning that the most crucial moments of a colony's history are never erased under normal circumstances.

The Ryccian Empire made contact with the Logiquartz approximately 700 years ago, when mining companies funded the settlement of their planet. Unaware that the planet was inhabited by sentient life, the mining conglomerates thought that Chilshert was exceptionally rich in minerals and thus began digging, accidentally killing several Logiquartz colonies in the process. Their mistakes were revealed three months later when miners observed and reported a group of fleeing mobile Logiquartz searching for a new colony after most of their kin were killed. Upon hearing of this, the Imperial government ordered an immediate halt to all mining operations in the planet in order to investigate these anomalies. Upon much observation and study, Ryccian scientists were able to analyze this crystalline form of life and managed to decipher their language based off electromagnetic signals.

The Ryccian Empire decided to initiate first contact with the Logiquartz, with the most damaged colonies being a priority. The colonies demanded compensation for the mass killings of their kin, which was to be delivered in the form of minerals. The Ryccian government obliged, purchasing minerals worth billions of credits to aid the afflicted Logiquartz in rebuilding their colonies. Slowly but surely, the Ryccian Empire contacted all the colonies they could find, offering them protection and citizenship. After developing a droid body for the Logiquartz to be able to interact and communicate with others by translating their electromagnetic signals into English, the Logiquartz were also granted Senatorial representation. There are 178,845 registered colonies that have affiliated themselves with the Empire, albeit 17 known colonies as of yet have refused to sign up. These holdouts are left alone by the authorities, and thus they are self-governing and stateless by choice. The recorded population of Logiquartzes in the registered colonies as of the latest census was around 546 million.

Today, the Ryccian Empire maintains a garrison in the planet to guard the Logiquartz colonies against intruders, as well as a planetary blockade enforced by the Imperial Navy after Chilshert's senators petitioned for one. Elections amongst the Logiquartz are administered by national authorities and the colonies in a joint effort, with the former translating the latter's electromagnetic signals into English and interpreting the electoral result. Campaigning in Chilshert is unlike anything else in the Empire, as the national authorities inform the crystalline colonies of the available candidates and their platforms. Many colonies have aided the Imperial government's efforts by offering one of their own to serve as their "messangers" to the authorities, uprooting them and placing them in a robotic suit so they can gather information instead for the whole colony. As there are thousands of colonies in the planet and they are disconnected from each other, hundreds of candidates often stand. Logiquartz citizens rank their choices in an Alternative Vote system, and they can take hours, days or even whole weeks to vote. Due to this peculiar voting process and the disconnected nature of the colonies, planetary elections can sometimes take months.

As a gesture of goodwill, the current Emperor Alexander offered to settle 1,000 Logiquartzes in the royal family's personal world of Arzixia, located in The Imperial Rim.

The Logiquartz are normally immobile, but they are able to move to form new colonies when, over the hundreds of years of their existence, they have accumulated enough energy to create certain crystalline "legs" which they are able to utilize to move around to search areas inside the cave proper or exit the cave to find a new one in order to start a new colony. If they find a spot for their new colony, they insert their temporary "legs" and try to drill into a cave's rock, joining these "legs" to form what shall in time become a complex root system.

Although they are able to think independently and can even close off their minds to the rest of their colony, the Logiquartz share a sort of collective thought that can act as a sort of public forum. This collective mind is forged through the complex system of crystalline roots buried deep inside their caves.

The way Logiquartzes reproduce is quite unusual compared to most known forms of sentient life. Upon accumulating sufficient energy and genetic material, young Logiquartzes in their 100-300s shall once every fifty years initiate their "mating" season, whereupon the young try to court other Logiquartzes for reproduction. They are not attracted by feelings or anything of the sort. Rather, through electromagnetic waves, they communicate their genetic material to potential suitors and they in turn choose the data that they prefer best. Upon integrating this information into their body, they begin mixing their genetic material with their mate's, creating new shards inside their bodies that grow for 20 years. These shards then "hatch" out of their parent's body. As they are incredibly small at this stage, the hole is not life-threatening and the parent's body fixes it quickly. These young shardlings are born with the crystalline "legs" mentioned earlier, and thus they are highly mobile at this stage, burying themselves into the cave's rocky surface near their parent's colony. In a collective effort, the colony then begins to expand its roots after sending out signals to detect their community's newborns in order to connect them to the rest of the colony.

Colonies are usually ruled democratically, and leaders are chosen for their ability to direct the colony's substenance and expansion. They attempt to convince their fellow kin in the collective mind, speaking about their plans and so forth. There have been a few cases where a colony reveres a certain Logiquartz so ferevently that they elect the individual as dictators due to their satisfaction with their performance, but these cases are rare. As all Logiquartzes are independent beings and cannot inflict pain on each other, a tyrannical despot or an inefficient leader often gets censured by the collective, as groups of Logiquartzes are able to organize in order to recall their leaders. There have been a few but incredibly rare instances of recorded "civil wars" in certain colonies, where factions try to siphoon resources the colony's roots collect and manage for the growth of the whole, but as such colonies are destined to die, they are always resolved quickly and peacefully.

Colonies can vary in size, with the largest examples having hundreds of thousands of inhabitants. The largest-ever recorded colony, Seekers of Hope, has 864,721 members and occupies a large section of a cave complex.

The Logiquartz are able to sustain themselves by absorbing and excreting mineral and organic compounds that are either found in their cave's surface or in the air. Their most common "foodstuff" is silica which they transform into SiO4 and complex silicon-based molecules, albeit a few colonies are able to feed off other metals and metalloids to "reinforce" themselves internally or externally. This subgroup, which is prevalent in a region of Chilshert rich in iron and other sturdy minerals, can often exhibit "patches" of metals in their exterior or even coat themselves entirely in them. They must still make their essential body parts out of their traditional molecules, however.

The "sleeping" patterns of Logiquartzes are, yet again, unlike anything ever encountered. As they are able to accumulate energy, the Logiquartzes can go on a long "hibernation" period once every 10-25 years, with such instances lasting six months to two years. In this inactive state, the rest of the colony supplies materials to the dormant shard as it subconsciously sustains itself with such support. Reasons for hibernation may range from a need to ration materials in the colony to preserving energy for an upcoming mating season or for creating a new colony, albeit some individuals have been known to hibernate due to personal tragedy, which most often includes losing key friends and family members the shard held dear. Recently in their history, the colonies have woken these dormant shards for election season and, unlike other times they are forced to wake up, they often go back to sleep once the elections have concluded.

Logiquartzes are known to be extremely patient and thoughtful due to their ability to live for thousands of years. As their biology constrained them from moving often, they were not able to develop an advanced civilization of their own, instead living in their colonial societies, nor did they need to. However, this does not mean that they did not try to forge complex works of art and philosophy, as their collective minds have not only stored essential information and memories from their past, but also a vast collection of novels, essays and philosophical texts that can last for hundreds or even thousands of years. If they are of particular importance for the whole colony, however, they are memorized forever. Ryccian scientists and historians are working tirelessly to record these works by collaborating with many colonies in this effort.

A few Logiquartzes have decided to break from tradition, choosing to insert themselves into droids and live out a lifestyle comparable to other sentient beings. This new development has caused controversy in many colonies, with some arguing that these free-spirited shards are betraying their heritage and their responsibility to their homes, whilst others in these colonies have defended them, arguing that they are individuals that have a right to live freely. Whilst most of these cybernetic shards have migrated to other worlds, some have still chosen to remain on Chilshert, getting hired by the Imperial government to serve as civil servants or as diplomats to communicate with other colonies.

The Logiquartz are able to engage in commerce with the Ryccian Empire by selling their "excrement" in exchange for the molecules and minerals that compose their diet. This excrement is composed of several silicon-based compounds, including those otherwise made synthetically, and thus they are sold to whatever companies and researchers want them. In this matter, colonies often choose to sign up to the Chilshert Economic Association, a middleman organization run by the Ministry of Finance, but a few colonies have opted to educate and send their own representatives to engage in commerce. In order to ensure that they do not starve, the Imperial government also provides subsidies for economically deficient and mineral-starved colonies.

Alissia Puvragin is the Minister of the Interior of the Ryccian Empire.

History

Alissia was born to a middle-class family in the planet of Onder, located in the region of New Daonlathas. Her father was a nurse, whilst her mother was a police officer.

She was gifted since her youth, managing to skip two grades in elementary school. Thus, she graduated at the age of 16 and enrolled in her home planet's Royal Imperial University of Onder, the 30th most prestigious university in the entire country, studying law. It was here where she met now-judge and her current wife Martina Markausi, who was from the planet of Bleuling in the southern part of the Wider Ryccia region.

After serving a successful career as an attorney, she got elected to her planet's legislature in 1002. Due to Onder's parliamentary system, she replaced an unpopular Deputy Governor in a local party coup, as the Progressive Party was the main junior partner in the governing coalition at the time and held the Deputy Governorship by agreement. She was nominated by her party to stand for election as a Congresswoman in their national party list, and managed to qualify to enter the Imperial Congress.

As a Congresswoman

Upon entering the Imperial Congress, Alissia quickly built a reputation for persuasion and negotiation, which led her party to appoint her as their congressional whip in 1017. She focused her legislative efforts on the promotion of the sciences and education, as well as tackling crime.

She began to climb the ranks of the executive in 1022, when the governing coalition appointed her as Minister of Royal Affairs. It is here where she had contact with the royal family, and, despite neither her nor her wife descending from any aristocratic lineages, she is invited often to the royal family's parties. It is said that such a social grace is due to Alissia's personal friendship with the current Empress Dowager and her daughter's friendship with the Princess-Imperial Anastasia, as both were admitted into the Imperial Academy and thus became acquaintanced with one another.

She rose up the ranks again when the previous Minister of Culture died due to age. Alissia served in this role until 1028, when she was promoted to a high-profile office, the Minister of the Interior, and thus became part of the inner circle of the top politicians in the Empire.

As Minister of the Interior

Alissia's main highlight as Minister of the Interior has been her portfolio's recent responsibility of immigration between the countries the Ryccian Empire has opened diplomatic relations with. Another key moment beforehand was her cooperation with the Ministry of Justice in arresting a fugitive ex-Governor of a rural world accused of corruption. It is said that she took charge of the operation personally and slept little until he was captured.

Metagaming Facts

As a friend of the royal family, Alissia and her family have been able to scale the social ladder, meeting other aristocratic families and making connections. Alissia plans to work as a lobbyist or return to her original job as an attorney when she retires from politics.

Alissia is an astute politician and has her own personal spy ring, collecting incriminating information on her political opponents and others so she may use it for her own goals. She made use of her tactics when she covertly displaced her predecessor as Minister of the Interior in an internal coup, albeit he was able to exit with dignity as he officially resigned to "spend more time with his family and look for a job that would allow a more flexible schedule and less demanding workload". As this is common practice amongst top officials, she is not an exception.

Whilst she is aware of Ferul's covert political assassinations and crimes, she has so far refused to act against him due to their political alliance, seeing him as politically convenient to her.

The Pacifist Coalition (Ryccian: Seiparika Paxia) is one of the two major political parties of the Ryccian Empire. It is currently the leading party in the governing coalition composed of the party proper, the Progressive Party, the Freedom Party, the Liberal Party, Progress and Labour, and the Imperial Social Democrats.

The Pacifist Coalition first came into being 280 years ago. Its founders were defectors of the ruling party at the time, and gradually replaced their predecessors. Today, the PC is the main party in the Pacifist and Decentralization currents of thought in Imperial politics.

Economically, it is a big tent. As such, PC lawmakers often collaborate with their peers at their main rival party, National Voice, to create economic policy. National Voice is the main party in the Militarist and Centralization currents of thought in Imperial politics, and, like their rivals, they are an economic big tent as well. Economic caucuses often have lawmakers from multiple parties as a result.

With the recent opening up of the Empire to foreign nations, there has been a noticeable schism in the party, becoming internally fragmented between isolationist and internationalist factions. Some political analysts have expressed that the current Imperial political era of Decentralizing/Devolutionist Pacifism vs. Centralizing/Unitary Militarism that has lasted for over 250 years may soon be coming to an end, as the two political hegemons of the Empire could be drastically reforged or perhaps even end up breaking apart over the issue.

Political Positions

Pacifism

As the name alludes to, the Pacifist Coalition adheres to a Ryccian form of pacifism. It is always in constant contention with NV’s proposals to increase military spending and armament, and generally calls for “demilitarization”, a deliberately vague term interpreted differently by various factions inside the party. Measures as mild as cutting the military budget to as extreme as widespread disarmament to what is perceived as an “over-armed” military are proposed by the “moderates” and “radicals” respectively. The military is known to detest the more “radical” factions of the PC, as the radicals want to “dismantle” the armed forces to varying degrees, whilst they tolerate the moderates more as their members tend to only propose scaling back previous increases under NV administrations or smaller cuts they can live with. A small faction of “pseudo-pacifists” also exists, which originated during the Three Decades of Militarization (910s-940s), a political period where the NV won almost every national election due to the PC’s previous radical disarmament policies during the Two Decades of Extreme Peace (880s-900s). These are made up of former NV voters and their ideological successors who object to any more proposed increases in military spending, as they see that their desired “strong” military was already achieved during the 940s. As the PC keeps cutting the military budget more and more, however, these voters are increasingly returning to the NV.

The PC’s factions are united in another aspect of the Pacifist philosophy of the Empire: the military must only be used solely for self-defense. Internationalists, who also tend to be moderates, interpret this as defending any potential allies as well and seeking out foreign partners for the Empire’s national security, whilst isolationists, who tend to be radicals and pseudo-pacifists, only want to guarantee the Empire’s self-defense alone. Be not deceived, however: the division is not severe, and thus there are prominent internationalist radicals as well as isolationist moderates.

Ferul Blesforn is considered to be a moderate pacifist and the unofficial leader of the moderate faction.

Decentralization

Another core tenant of the Pacifist Coalition is the desire for a weaker central government. Unlike the previous example, there are no radically different factions, as “federalists” and other ultra-autonomist ideologies are served by Sovereignty and the Freedom Party, who propose even more decentralization than the PC. The Pacifist Coalition’s official stance advocates for more devolution to local planetary governments and associations (something like Spain’s autonomous communities), with a “common regime” setting a national economic policies and laws, but the individual local governments are granted more flexibility and autonomy regarding said decisions.

Economic

As an economically big tent party, the Pacifist Coalition has a variety of factions pertaining to national economic policy, ranging from fiscal conservatives to fiscal liberals. There is also a small faction of “fiscal libertarians” who advocate for an increased role of local governments in tax collection and spending. All factions generally oppose government regulation to varying degrees, varying from a belief in economic deregulation to the desire to allow local governments more leeway regarding this matter. However, fiscal liberals tend to favour national and local regulations more than their peers.

Ferul Blesforn is considered to be a fiscal liberal and has close relationships with top NV fiscal liberals. They mutually assist each other in reaching a bipartisan consensus to increase spending, even if they disagree on the role of the central government in the spending and allocation of these funds.

The Imperial Order of the Revolution is an independent military force of the Ryccian Empire.

Initially founded by the legendary Empress Alice as an elite force loyal to the principles and achievements of the Democratic Revolution which ushered in the New Empire, the IOR is now a ceremonial unit. In practice, it is responsible for the defense of the Executive District in Daonlathas.

Overview

Nominally an independent force, the IOR is now de facto under the control of the Imperial Armed Forces (IAF) due to the cross-membership of its personnel. Soldiers and officers of the IOR also belong to the IAF as "non-executive personnel", meaning that they do not exercise any commanding power over IAF units, but are still subordinate to its orders and command.

The IOR has a long and proud history. It was first established by the first Empress of the New Empire, Alice, as an elite force to guard against those who would plot against the new democratic system. Doubling as an intelligence agency, it was an expert in uncovering absolutist conspiracies to return to the ways of old. In its first 25 years of existence, it stopped 8 various coup plots by mostly human aristocratic officers in the regular military who had previously "defected" to the rebellion in its last days out of fear.

After the entrenchment and stabilization of the new authority, the IOR's power and use gradually fell. No longer able to establish any relevance as its activities were no longer needed nor produced anything of value, the IOR became de facto controlled by the regular military around 150 ADR, and it has been relegated to a ceremonial defense force for the capital's Executive District since then. Despite this, being chosen as a member of the IOR is considered a high honour in the military, as only elite personnel are eligible for membership in practice. Being in the IOR is considered a mark of prestige due to its venerable and highly-respected historical service to the Empire and its current ideals.

Symbol

Its symbol is derived from the polar graph of the function r=sin²(18θ) + cos²(4θ) + sin²(16θ), which actually has a meaning. The function alludes to the official starting date of the Democratic Revolution, April 18, 16 BDR (18/04/0016 BDR), when Empress Alice, then a Crown Princess, called for the entire Empire to rebel in an audio essay broadcast across the whole of the realm and took over as the ceremonial (later actual) commander of a local rebellion in a Vonmisian planet.

The New Imperial military salute refers to the military salute implemented after the Democratic Revolution in the Ryccian Empire. The gesture involves placing one's arm over their chest and then extending it forward without raising it into the air.

History

Given that the Old Empire's military salute of putting one's hand over their head was seen as humano-supremacist due to the entity's brutal and racist history, a new salute was needed for the armed forces of the Ryccian Empire after the revolution. Empress Alice, the leader of the revolution, opted to initially adopt a salute where one would modify their fingers wherever possible to make a V, as in "victory", but this was soon discarded due to the differences in hand types of the various species of the Empire and the various ways to form a V, thus making this salute inconsistent and at times hard to do for certain species.

The New Imperial salute was then chosen as the new gesture. No one knows where it came from, and thus it is presumed in the present that this was an invention from the Empress herself.

Etiquette

The salute is held in high regard in the Empire due to its function of respect towards those who died in the revolution and due to its military use. As such, a strict etiquette is socially known and enforced, with any significant deviation from the standard viewed as highly disrespectful and offensive towards the values of the revolution and those who died fighting for them. First of all, only military personnel may perform this salute, and civilians are not socially permitted to do it bar on certain occasions such as saluting military personnel, dead or alive. Second, the gesture involves placing one's arm over their chest and then extending it forward without raising it into the air. Generally, an angle below 90 degrees is seen as acceptable. Deviating from the standard by failing to put one's arm in their chest first and/or raising their arm into the air is seen as incredibly insulting and disrespectful. Only children who don't know any better are socially exempt.

Metagaming Facts

The salute was actually chosen from a recorded text found in the Royal Archives that describing an ancient gesture performed by royals and nobles of the Early Old Empire, although no one alive knows this. The text itself was camouflaged with another cover, and thus it rests in the archives as an irrelevant book no one chooses to read to this very day. The reason the Empress Alice opted to encourage such a strict etiquette was due to a warning from this text, saying that any deviation from the standard version of this archaic gesture would be "honouring tyrants and killers from a more unenlightened era who spawned evil so nefarious and toxic, that even the cruel slaver aliens who took us captive as property and whom we have extinguished would be angels when compared to these bloodthirsty devils. They had distorted and warped the truth itself in their time to create a morbose and irrational fiction capable of illogically dividing humanity into categories meant for extinction. To deviate from the standard shall not only curse and taint the sons and daughters of the Ryccian nation for all time, but also spit in the very name of humanity and the victims of these murderers whose massacres without purpose have no equal in all of recorded human history". Due to the text's age and deterioration, the names of these "killers" were not listed when the Empress read it, but the text that has now disappeared due its rot directly mentioned the leaders and systems of the fascist regimes of WW2.

A Prince (or Princess) is a title of high noble or royal status in the Ryccian Empire. There are 87,103 registered and officially acknowledged princes in the Ryccian Empire, of which 85,646 are members of the royal bloodline.

A princely title is inherited through a bloodline of an Emperor or King. Only the eldest direct descendant of a King may inherit the title of "Imperial Prince", whilst all the members of the next sixteen generations of an Emperor's offspring have the right to this title without an Imperial adjective.

Princes are ranked in accordance to their generation. For example, if you are a seventh-generation descendant of an Imperial Prince, you are entitled to be a Prince of Seventh Rank. Apart from this title, princes are not granted any official privileges, and are legally equal to commoners today.

Princes compose part of the official extended royal clan, and have the sole right to use the surname "Arzixite" (Arzix is reserved for the Emperor and their immediate offspring) unless they found a noble house of their own. Imperial descendants from the seventeenth generation onwards must use the "Filzix" surname if they wish to hold on to their royal connections. This exclusive right to use that special surname remains one of the poultry few royal privileges that exist today.

Fun (or, well, "fun" for me) Facts

Despite their royal status, most princes, especially those of lower ranks, are not always high-ranking elites. The princes as a statistical group are far wealthier than the average citizen, but most princes who are well-off are upper-middle class or millionaires. 753 princes are legally classified as "living in poverty", with 9 in "extreme poverty" by Imperial standards.

The Shaymin are a popular semi-sentient species of pet in the Ryccian Empire.

History
It is believed that the Shaymin originated as a species 85,000+ years ago on Stilia. They lived in grasslands and forests, and most were domesticated by the native Registin population to initially raise them as livestock. Eventually, some of the Registin nation-states took them as pets, whilst other national entities still clung on to treating them as livestock, although the practice of their wealthier citizens making them pets was not unheard of.

As the Registin civilizations never united before Stilia became a Ryccian world, Shaymin farming for meat continued in some areas of the planet until the conquest of Stilia 2,800+ years ago by the Ryccian Empire. The reigning monarch of the time, finding them exceedingly cute, banned their consumption and confiscated hundreds of millions of specimens as war bounty to popularize them as pets in the rest of the Empire.

This was successful, and there was a pet craze amongst the Ryccian aristocracy shortly after. The rarer Azure race was popular amongst the wealthy due to their scarcity and expense.

The Shaymin continued to be a popular pet even to this day. Shaymin are the second-most popular pet in the Empire, just behind dogs.
Biology
Semi-Sentience
There is an ongoing debate on the sentience of the Shaymin. It is the only known species in the Ryccian Empire that can both understand and learn language and that is also not classified as fully sentient. They use the language they learn from their masters to express basic feelings and needs (example: "I want cuddle, I want food, I hungry, I love you", etc.). However, they can only memorize basic words and concepts, learn slower than actual sentients, and most abstract concepts apart from feelings seem to be beyond their understanding. They cannot perform any complex math nor solve any other complex problems, and although their memory is far better than most animals, it is still inferior to a sentient's. Experiments were conducted to see if the Shaymin could live an independent life as citizens, but this resulted in failure, as the Shaymin had no concept of money, civilization, society, politics, or even a job. Unable to understand the concept of salaried work or independent housing, many specimens in the experiment ended up begging or stealing food from others, with none of the observed specimens succeeding even briefly. Some still call for the Shaymin to be released from captivity regardless, although this view is not popular.
