You're not wrong - but changing a semicolon to a comma would obviously change the meaning and therefore not be allowed. Tounge

The Chair should be well aware of their limitations, and we have people in this region (Seraph comes to mind immediately) with excellent command of English. Ideally, the Chair also wouldn't do this in a vacuum.

Part of the reason why I included that such changes must be recorded in the history is so that even if the Chair just goes off and does it, people will see it and can yell "hey, you may have inadvertently changed the meaning, let's review this".

I would be more comfortable with some kinda of "notification" prior to making a change; that way people have a chance to look at it and go "No, that doesn't just look like a typo to me".

Or make it so the chair has the right to deny something a passage to vote until errors are fixed.

That's a neat idea, actually. How many days should this be? 2-3 is probably reasonable.

I'd see this implicit in the Chair's discretionary power to reasonably delay a vote. So, the Chair can say "hey, I see that this draft has been motioned and seconded, but it has errors X and Y. Can you fix those before I put them to vote?"
