[PASSED] Prime Minister Powers

So as I see it, we have use again for our conflicting bill laws! \o/

So on the one hand we have Tsu's proposed language (as supported by SB and Glen), and I'll add another proposal that should align with what Drall and Farengeto have said:

Quote:2. Regional Officers

(1) The in-game Delegate will be granted all Regional Officer powers.

(2) The Minister of Foreign Affairs will be granted the Embassies power.

(3) The Minister of Regional Affairs will be granted the Appearance and Communications powers.

(4) The Prime Minister will be granted the collective set of powers granted to the other Cabinet ministers herein.

(45) Members of the Council on Regional Security will be granted the Border Control power.

(56) At least one member of the Local Council will be granted the Appearance, Communications, and Polls power.

First, @Drall and @Farengeto, is this more in line with what you were thinking? Second, I intend to motion and abstain on both.

I'll bring up my point about the CRS being allowed to grant/revoke BC as needed in a separate thread.

This is good with me. To clarify - I'm totally fine with the PM being granted BC via delegate discretion, it seems quite odd to me to explicitly grant such a typically sparsely given power to elected office. Yes, the PM is most always trustworthy, but it is an elected office, one which anyone can run for. Moreover, there's no real need for the PM to be guaranteed BC powers. I'd be fine with giving the PM that power via a different method, like delegate discretion or Roavin's CRS appointing BC though.

Looking over this argument though, it seems a much bigger issue arises. The Office of Prime Minister has always been a bit tied with the Delegate, as they appear to share similar roles, and vice versa. Whilst Roavin has done a great job changing the perception of the PM, it certainly seems like there's still quite a ways to go. This is perhaps a good discussion to have, especially when contradiction visions for the PM are so clearly evident.

I think that's a perception that will, essentially, go away more with time. The vast majority of big NS governments have traditionally had the Delegate as the political head of the region in some way, whichi continues to this day, with Balder being maybe the only exception but we've now gone even further than that (and with good reasons) for a year and a half now.
