Perhaps I am being a bit over-precautionary, but yes, in case the entire CRS decides to coup. I mean, if that's unrealistic then I'm totally in favor of this proposal.

If the entire CRS decides to coup were fucked, regardless of what the law says.

Here's my general feelings on this: If we accept my proposal on here, I'm not sure this is needed. In rare circumstances, can I picture a time when he would need/want to give BC to someone who isn't PM or on the CRS. 

But, if this is a stopgap to get the PM BC powers (and, in effect make sure the PM is trusted), I'd support.

It's not meant as a stopgap for giving the PM BC powers, but rather just that it's principally a good thing to have on the books for the rare case where it'd be useful.

This could, of course, be used to give the PM BC powers if your proposal doesn't pass.

EDIT: It could also be given to trustworthy Local Councillors so that they can directly enforce the spam rules, for example.
