Treecuu Star Empire…

One Imperial-class Star Destroyer and two Constitutional-class cruisers emerged from hyperspace. They had made an arduous journey, something Ryccia could not have imagined.

In order to establish diplomatic links with other nations, the Ryccian Empire had taken a revolutionary step in its foreign policy: it had decided to contact other powers in the region.

At the Star Destroyer Invincible, an important person was being escorted. A female Kaminoan, Lak Su, was heading the diplomatic mission towards the Treecuu Star Empire. Kaminoans were known to be calm creatures, with a pragmatist, cold, and sometimes dark culture. Their cool-headedness saw them overrepresented in the Ryccian Empire’s diplomatic staff.

As an isolationist state, the Ryccian Empire historically cared little for the other regimes around it. Focusing on its own development and politics, Ryccia was characteristic for not knowing a lot regarding others. As other outsiders waged war against other species, Ryccians thought, we now embrace our diverse and democratic Empire. A nation united in diversity and in liberty. We unite, we are morally superior to all that we currently know.

This mindset had not been challenged. Thus why the very act of sending this diplomatic mission was so controversial. But curiosity was rising among Ryccians. Could there really be other outsiders like us in values? Could we study other cultures and states? More importantly, could we conduct trade and experience an economic boom?

Now, with a new, young and curious Emperor, the Empire now was looking to test the waters. Certainly the Emperor held no sway in politics, as the position was now largely ceremonial, but he was one of the proponents of internationalism in his annual speeches. Whilst he was condemned for merely being political, his ideas had merit. He used his historic responsibilities to push his platform in behalf of the growing internationalist movement.

Sitting in her personal chambers, Lak Su looked at the window, as the ship ended its journey.

There it was, the buoy marking the border. It repeatedly transmitted a strict message not to pass it, or "be decidedly removed". Space beyond it belonged to the Treecuu Star Empire, a very secretive isolationist state.

Rather surprisingly, the Treecuu had accepted the request of meeting with Ryccian diplomatic mission inside their borders. The Treecuu had told Lak Su to wait for an escort that would take her delegation to a planet called Thoov.

There was a bright flash, followed by another four. Two larger ships and three smaller escorts had seemingly appeared out of nowhere. It was time.

Walking in a serene fashion, the Kaminoan headed for the door, exiting her chambers. Grabbing her holo-communicator from her pocket, she turned it on, revealing a hologram from the commanding officer at the bridge.


“Admiral, I am now heading towards my transportation ship. Make sure my personal fighter escort is ready”

“Yes, Your Prominence”

Turning off her holo-communicator, she now thought of the task at hand. Accompanied by two guards flanking her, Lak Su arrived at her transport, and proceeded to seat at the front chair. Her two guards followed, and were accommodated in the rear seating. Other staff, mainly diplomatic, administrative or clerical, also entered the vehicle, and were seated at the back.

As her transport now ignited, it began to leave the Invincible’s hangar. At its right and left were one TIE Interceptor at each side. It was Ryccian protocol for these fighters to serve as escorts for high-ranking diplomats, even if ceremonial. The Ryccian ships were soon joined by the three escort ships, likely corvettes, leaving behind the other two ships to guard the border.

As they arrived at the landing platform located in near a city on the planet of Thoov, the fighters went away, having fulfilled their task, escorted by the three corvettes. Lak Su and her accompanying staff, including her personal armed guard, proceeded to step out and greet the Treecuu.

She was there. Ryccia, in a diplomatic sense, was now at a foreign state.

Thoov was a mostly barren world, a few lakes here and there, and lots of moss. Aside from being the capital in the Thoov Mandate - the third one to be formed, the planet was mostly known for its crisp air.

Governor Ict't, of the Treecuu insectoid species, was just about to start his morning jog around the Governor's Estate when his aide had approached him with the Ryccian request of a diplomatic meeting. It was only the night before that he had gotten back from a briefing on Ecteen about the new Treecuu approach to foreign policy. Some of the governors had called it the great charm offensive, a plan to mend any damage that Aryyt't probe might have caused and at the same time get the Treecuu borders officially recognised abroad, cementing the Treecuu order within.

With no clear official procedures on having foreign guests present, Ict't had had to improvise a plan, and that morning jog had helped keeping a clear mind. Luckily, the planet was not a subject world, meaning there weren't other species there than the Treecuu, which meant they didn't have to stage a multicultural reception. Showing that you were in control of the situation was important in the Treecuu society, so he would limit the number of aids and personnel. He had also figured that Landing Pad 2, located on a hill outside the city, with a great view of the surrounding hills and the vibrant city itself would make a magnificent view.

So there he stood, accompanied only by his aide, both dressed in the grey and green Treecuu dress uniform. He wondered how these Ryccians felt about being the only ones to bring weapons to the meeting.

Leaving his aide behind, Ict't approached the slender Ryccian. The Ryccian must have been almost three times his height, and it bothered him. He knew that Ambassador Teemas had been instructed to perform the traditional Treecuu greeting, but he simply bowed slightly.

"I, Ict't, Governor of the Thoov Mandate of the Treecuu Star Empire, greet You, Ryccians, from far away stars. Welcome to Tucee, the capital of Thoov."

Lak Su accepted the gesture, and bowed in return. She saw the planet, and her non-Kaminoan staff were in awe of the planet's natural and urban beauty, but the natural part did not concern her, nor beauty overall. That was for romance only, after all. Instead, she respected the city, not nature, as it showed the progress the Treecuu had gone through.

It was Kaminoan culture to be resilient and pragmatic, even if it meant to be heartless to other species and their thoughts. The only thing that was altered after contact with other specimens were their feelings to those they cherished, as they actually showed their emotions to them. To others, they seemed calm, serious, but cold.

Lak Su knew literally little to nothing from the conflict between the Treecuu and the Aryyt't. Imperial explorers had reported rumours of some sort of trivial conflict involving the Treecuu, but that it was none of their concern. Instead, Ryccia was here to establish foreign relations, better cultural understanding, and trade.

Her guard was human, but her staff was more varied. Su's secretary was a female Velpan, a fox-like humanoid prominent in the Western Ryccian Empire. Her servant (don't worry, he's paid) was a Vurbentan. Of the three other lower-ranked diplomats, two were human, but one was a fellow Kaminoan. The military representative was Vonmisian, and her translator was human. It must be strange for the Treecuu to see such a varied delegation. Perhaps they are subject species, they must think?


"Greetings, Governor Ict't. I am Lak Su, High Ambassador representing the Ryccian Empire. It is an honour to be in your planet, and an even greater honour to be in the Treecuu Star Empire, representing my people"

"Pardon me for bringing arms, for suspicion still lingers in first encounters, and it was the choice of my government in any case, not I. It is my hope, and the hope of the Ryccian Empire that you comprehend our position. No offense is intended"

"Now, shall we proceed?"

Treecuu insectoids weren't particularly good at hiding their feelings, but the way they showed them was barely noticeable. The Treecuu, both insectoids and amphibians, could of course see it, and Ict't's aide clearly noted a somewhat surprised reaction from the Governor.

"Proceed? Yes. I take it you want to get down to business right away? Please follow me."

Ict't pointed at an aerodynamic-looking vehicle.

"This transport will take us to the Hall of Springs, seat of the local Mandate Government."

"I look forward to it"

Lak Su proceeded to direct herself and her staff towards this vehicle they had never seen before. It was, of course, alien to them, as it should be, as this was the first contact between these two states.

The staff and Su herself looked at the ship, either in awe, sheer curiosity, or mere respect. But the military representative began to take a photo of this artifact, as well as the views that surrounded him. Back in the oppressive days and ways of long, long ago, the military was an essential part of the Ryccian state. Whenever Ryccia had the chance to visit a world, the military would send a delegate to research the planet and, more crucially, its life. Now the military is not so crucial, but it still, by tradition, has the role of researcher, and it often passes the gathered information to the government, who, unless national security is compromised, in turn transmits it as public knowledge.

Lak Su, as she walked, worried that this would be taken as an offense, so she spoke to the Governor Ict't, desiring to know the policy of this state on such matters.


"Excuse me" she said, as they got in the vessel "There is this certain protocol where our military representative records what we visit in photographic files, as a ways to gather information and transmit it to our civilian authorities. It is to my dismay that we have no idea of your policy regarding such acts, and as such I would like to obtain knowledge regarding your rules towards this conduct"

As she waited his answer, her eyes fixated in the Governor for the response, some of her staff looked out the window. It was thrilling to be in such a foreign vehicle, riding to a place they have not been before, so far away from home.

Ict't's compound eyes enabled him to observe the whole Ryccian delegation while still conversing with Lak Su. Their looks and behaviour were exotic, he thought.

"In general you can assume that the documentation of anything you can see or that we put on display cannot compromise our security or offend us in anyway. Thank you for asking. However, I must ask that you do not conduct quantum scans or any equivalent active scans, as there might be compatibility issues between our technologies."

There was a sharp wail-like sound as the engines started, which was in fact a design feature to provide a sense of precision and speed. The vessel took off smoothly.

"The ride will only take a few moments, but I hope it will be a pleasant one...

How was your journey here, High Ambassador?"

"Indeed, I shall notify this to the representative"

"And it was quite...nebulous, in all honesty. The further we traversed space, the more concerned I became. We know little of the outsiders, pardon me for using this term. Some of my staff shared my fear of this extensive journey. Some even thought an authoritarian regime could have imprisoned us all. I knew better, but only slightly. Nevertheless, fear is a mere emotion, and it must not be paid attention unless necessary. Thus, it is why I disregarded these thoughts and focused on the task at hand. But so few Ryccians have never traveled so far before into such unknown territory. Only the most brave of explorers do accordingly"

"I have had an extensive diplomatic career, from negotiating local disputes, acting as one of our government's diplomats to pirate gangs, and so on. However, I believe I am one of the first persons to formally represent the Ryccian Empire in a foreign power since long, long ago. To have such an honour, and to be in your graces representing my people, is truly magnificent"

Now, she desired to know more about the Treecuu and their way of life and governance. So, she decided to inquire on this a bit.

"Governor, we know so little about your nation. If I may ask, what are you duties as an official of such rank in the Treecuu Star Empire? Do you just govern this planet, or multiple star systems?"

Ict't listened carefully to Lak Su, somewhat exaggerating his nodding to hopefully compensate for his mostly motionless face. He responded.

"For administrative purposes, the Empire is divided into 13 mandates composed of thousands of systems. Each mandate has a governor appointed by the Senate to oversee the implementation of its policies. My duties include social welfare, law enforcement, and steering and augmenting industrial efforts. The governor also commands the mandate and systems fleets.

To help me I have vice-governors elected by our citizens for each major star system. They have a similar role, just on a more local level."

"Is the Ryccian Empire perhaps structured similarly?" the Governor asked as the vessel entered one of the sky highways, and sped towards the Hall of Springs, passing skyscrapers of varying architectural styles. The traffic was busy as usual, but Ict't was still able to spot the police speeder trailing them, like he had ordered. A fact that confirmed the answer he gave.

Su processed the question, and then thought of the dark past, where persons like her were oppressed. She collected all her knowledge regarding that past, and the more sweet present, and proceeded to speak to the Governor. Such power this person has. He resembled those Viceroys, such horrific persons portrayed in the lessons of Ryccian history. She then wondered how this nation has not fallen apart, as it could be quite easy for a clever Governor to mount a rebellion of some sort, but these thoughts would only offend Ict't, so she brushed them off of her mind immediately.

"Most interesting, for it actually was similar, back in the days before democratic rule. We have twenty-five regions, some small, some enormous, and they are mostly ceremonial now. They are set due to historical and cultural circumstances. The largest by far in area are the Farlands and The Imperial Rim, which are actually sparsely populated and sometimes plagued by piracy. Before they were acquired, the North, which is infamous for its pirate past and composed of the Wild North, Northern Frontier and The Edge regions, was the final frontier. Back then, the absolute, militarist government sent Viceroys, who ruled with an iron fist over hundreds of systems. However, after the Democratic Revolution, this system was discarded. Instead, planets are now self-governing entities, each with an elected Governor of their own, and are able to associate themselves with other planetary entities as they please. Ultimately, however, the final say in any situation is held by the government in Daonlathas and Anobel, the capital planets of the Empire"

"We also have a Senate, composed of delegates sent by the various systems, no matter how small or colossal their populations are. There is another chamber called the Imperial Congress, a legislature elected by the entire nation via Proportional Representation. They legislate on certain issues, and the Senate usually takes care of any local disputes between planets as well, should the situation require it"

"Officially, law enforcement is handled by the planetary and national police forces, but the military often collaborates with local authorities regarding threats like rebels, pirates, terrorists, and other such scum"

"The military is under the official command of the Emperor, but, in reality, it is the legislature and the national government whom govern it. The government appoints the Grand Generals or Grand Admirals, whom have the task of leading various armies or fleets across various star systems, in addition to the Minister of Defense, and in turn they appoint their subordinates, and so on"

"How does your Senate exactly function, if I may inquire?"

"The Senate has 141 seats, and each mandate has a certain number allocated based on its population. Elections are held every five Ecteen years, or approximately 4.64 standard years, and all Treecuu citizens have the right to vote and run for a seat. The Senate, in turn, appoints the governors and committee members.

The Senate has its seat in the so-called Government Complex on Ecteen, City of Irveem. Its main working principle is consensus, with guidance from the committees. The committee heads are similar to what is usually called ministers abroad."

As Ict't spoke, the passengers of the transport could see a building looking like the upper half of a sphere getting closer. It was surrounded by skyscrapers and a few green parks. The mostly silvery buildings reflected the sun light sharply. Ict't nodded at the half sphere.

"We are almost there. After your long journey here, is there something you require before we sit down at the table to discuss our future relations?"
