Lyanna Harrington, born as Lyanna McKinnon, is amongst the 13 Grand Admiral of the Stoinian Star Kingdom. She is the head of the Navy in the Core Sector and a respected veteran from the Velutarian War. She also has become a living idol for many women as she has risen to the prestigious command of the Core Sector from humble beginnings on a frontier world. Besides her military accomplishments, she is admired for her beauty across the Star Kingdom.

Early Life
Lyanna was born to a farmer family on the Reachian frontier world of Miridem. Miridem was a rather harsh planet with ferocious wildlife and a higher gravity of 12,92 m/s2 and living of the untamed planet wasn't yet easy. Her family managed however as they cared for their youngest member in a family of 13 siblings. Like most of her siblings, she had grown taller than her parents, accustoming to the higher gravity with relative ease and gaining a larger and sturdier body. She learned the many skills of survival during her childhood and became a proud daughter of the family. However her peaceful life would be shattered as the Velutarian War erupted when she was eleven. In the beginning they still could live relatively peacefully with the elder brothers volunteering to fight in the Army and Navy. She too answered the Lion's call and at 17 T-years old, would enlist at East Point to become an Officer in the Navy.

East Point
At East Point she excelled and was amongst the top of her class. She gained the respect of many tutors and peers, though her study career wasn't without troubles. One day she was assaulted by rogue students which had just finished their training and wished to be thanked sexually before they went on to the frontlines. Lyanna was able to fight the students off with her larger size and reported the incident. According to strict military laws, the students were put before a firing squad as such insolence is unacceptable against fellow Terrans. A crime of the highest order in Stoinian society and she suffered many years from mental scars.
In her second year 1693 PD, Reach would fall and all the Star Kingdom was demoralized. Lyanna even more so as she had lost three brothers and a sister on Reach. Instead of falling into depression, she used her anger in duelling and become quite proficient in it. By 1595 PD she was assigned as a Lieutenant on board the Fearless and was part in the haltering defence in the Core Worlds. 

Velutarian War
It was a grim time for Stoinia when Lyanna had her first post. The Velutarian front was moving deeper into Stoinian territory and even Corillia and Elysium were within striking range. The Core as well was beginning to falter and the Velutarians could pierce the Stoinian defensive lines in the Core. Eventually that day would come in the battle of Sikhia, where the Stoinian vessels were overrun and the Fearless was nearly destroyed. Nearly all the Command Staff had died and Lyanna was left in charge of the destroyer. She was able to escape the butchering and when it was to be decided if the Fearless was to be decommissioned, she defended the ship and her crew. Command saw the potential in her and gave her the command of the Fearless and even promoted her to the rank of Commander. This high a jump in the command structure wasn't unheard of this long into the war, but Lyanna had earned it. After a month of repairing the Fearless she joined the defence of Sigo with the 22nd Fleet. During the defence, the Velutarians had destroyed most of the fleet and had even began glassing the planet. With the command structure seemingly thrown in disarray, Harrington took command of the remaining forces and retreated while escorting the remaining civilian ships.
It was then that she received another promotion to Commodore and put in charge of the remaining forces, making a squadron of destroyers. With this new squadron she was tasked in gaining intelligence on Velutarian ships. After five months, she was able to complete her mission and its intelligence proved valuable to the war effort. Her squadron had also earned the nickname of Death Squadron for they were notorious against the Velutarians and left no survivors as they made quick work of them. Death Squadron would join the 15th Fleet in the defence campaign of the Core and in the coming battles Lyanna and her squadron would gain fame and respect. Death Squadron was one of the few Stoinian elements that were able to bring rare victories through Lyanna's command and use of spacial terrain. Lyanna was even used as a poster girl for her accomplishments and portrayed as a true Defender of the Core.
Ultimately the Velutarian War would turn with the battle of the Line and Operation Lion's Wrath was put into motion. Death Squadron further helped to liberate the Gagarin Sector and link with the forces in the Paragon Sector. By the end of it, she was a veteran and war hero and was commissioned as a Vice Admiral during the MacArthur reforms. Her prowess during the war had even earned her the Duchy of Radiance in the Core Sector. Normally veterans who earned Duchies, won them in new territories and rarely were given existing Duchies. However, the Duchy of Radiance had lost its Viceroy lineage during the invasion. Lyanna accepted the honour and was inaugurated a few months after the declaration of victory.

Duchess and Grand Admiral Harrington
Coming from a humble family on the frontier, Lyanna had to take some time to accustom to her new role. Even the culture of Radiance was different than what was customary on Miridem. Here she would meet William Harrington and would even marry him within the year. Normally, Stoinian customs would allow Lyanna to maintain her family name as a Duchess and for her children, but instead she proved her devout nature and adopted the family name of her husband. From here she would learn about political life, which she had largely ignored up to that point, and even began to make a family of her own with William. 
She would also rise through the ranks and by the end of the Mardakii Crusade, she had earned the rank of High Admiral. Though as many crusaders, such as Grand Admiral Odiel Reymaekers, had retired after it and Lyanna was offered the position within the Royal War Council. Ever since, she has become a respected member and her input is highly valued.

Personality
While she still remains a popular figure within the Star Kingdom, she doesn't enjoy being in the spotlight. She has accustomed to it as her duties as a Duchy require it, but nevertheless she doesn't do more than what is necessary. Many young female recruits see her as a role model and look up to her. Lyanna knows of this and acknowledges her role as idol and in private conversations she will always have an open ear. This goes the same for her troops and Radiants, often caring about her subordinates. 
Having been assaulted at East Point, she still holds strong feelings on acts of sexual violence. To this day she has no mercy for criminals of sexual violence and is an activist on the Frontier worlds to raise awareness about female vulnerabilities. While some more radical activist having ousted her for not standing her ground with the whole adopting the name of her husband, she has shunned them and strongly advocates that woman can overcome those obstacles. All while more radical families will say that she hasn't done her duty as a woman as she only has three children. However, she has gained the respect of nearly all Stoinians when she stated that her first marriage was to Stoinia and her Star Kingdom and that she doesn't take life advice from those who fill their heads with radical beliefs and spill no blood for her country. She also has become a vocal critic of religious zealotry and won't back down to put her opinion bluntly on those matters.
Lyanna is also a rather humble person in private and doesn't like to boast about her beauty. When magazines and newspapers refer to her as Miss Radiance, allegedly because she if the most beautiful woman on Radiance, she will blush and try to divert the focus elsewhere. This however, is in strong contrast with the ferocity she can show during combat, even in duelling.

Planetary Governance within the Star Kingdom
While the Stoinian Congress is the overarching federal government that enacts law for the whole Star Kingdom, certain powers are left to member planets themselves. As well as to ensure a level of self-governance for each planet. In many ways the planetary government mimics that of the federal Stoinian government where the military is separated from civilian control. This style of governance is a direct result from the MacArthur Reformations. Contrary to some other star nations, the Star Kingdom doesn't have any political institution on a sector wide scale. Sectors have no real meaning within the Star Kingdom and serve as a grouping of expansion zones and shared cultural heritage. 

Legateship and early colonization
Each colony must be approved for colonization by joint civilian and military institutes. These are the Ministry of Colonial Affair and the Office of Colonial Expansion. Intensive studies are done on a candidate planet to assess the strengths and points of interest of the planet in question. Once it is decided and approved, the colony is put under a 5 T-year mandate of a Legate. The Legate serves as the honorific title of the military governor in charge of the colony for its mandate. The Legate is tasked to use military assets to build the necessary infrastructure to ensure an easier civilian governance and less expenditures. Such infrastructures include mining operations, construction yards, space elevators, planetary shield generators and defences, … Military law is applied during the Legate's mandate, but commerce and certain aspects of civilian life are allowed. Immigration programs are also implemented to attract new colonists. With the discovery of civilized star nations, it has become a possibility to attract migrants from other star nations as well. During his/her mandate, the Legate holds absolute authority and answers only to the King, Office of Colonial Expansion and civilian government. 
Once the Legateship is over, control over the planet is given the first Governor elected by popular vote. The Legate is usually given the position of Commander in Chief within the executive branch, but it isn't unheard of for Legates to run for the Governorship like Chancellor Sheridan once did.


Planetary government
Although there is a standard set of a planetary government system, this can vary from planet to planet. This can reflect certain values of the ethnicity of said planet. Although there are rules from the Stoinian Constitution that can't be broken, such as the separation of power, democratic process and the secularity of a planetary state. Military power is also separated from civilian institutions. Planetary constitutions can be adapted through referenda and the federal government has no say in such matters, except in times of crises.  
Smaller governments within a planetary government may exist as well. These serve as a way to ensure limited self-governance for either ethnic minorities (though this rarely occurs) or minorities on an orbiting moon.


Executive Branch
Planetary Cabinet
The planetary Cabinet serves as the advisory council to the Governor and are appointed by him/her. Although the structure of each planetary cabinet may vary, most are of the following composition: Governor, Lieutenant Governor, Head of State, Commander in Chief, Minister of Law, Minister of Finance, Minister of Education, Minister of Industry, Minister of Agriculture, Minister of Trade, Minister of Bioscience, Minister of Infrastructure, Secretary of Planetary State and/or Minister of Tourism, Secretary of Migration, Secretary of Veterans’ Affairs.

Governor
The planetary Governor is the highest elected official in planetary state governments. He serves as the Head of Government of his/her planet and holds executive power. They serve a term of 5 T-years, although this number may vary according to the planet’s law. The shortest term is that of one year as a Consul of Italia and other Nova Roman colonies.
The exact title of a Governor may vary e.g. Consul, Shogun, Aristocra, Batahn Aristocra, Megas Logothetes, Zaixiang, Vazîr-i Aʾzam …


Lieutenant Governor
The Lieutenant Governor is an official in planetary state governments. In most cases, the Lieutenant Governor is the highest officer of state after the Governor, standing in for that officer when they are absent from the state or temporarily incapacitated. In the event a governor dies, resigns or is removed from office, the Lieutenant Governor typically becomes Governor.

Commander in Chief
The Commander in Chief (also called Legate in Chief or Syndic in the Cheunh Ascendancy) is given the honorific rank of Legate which can be given to any Officer of high enough rank. Usually this is a Major General, but Colonels have been known to be given the position. They also are the Supreme Commander of a planet’s forces. Both active and reserve personnel. They may also command a small planetary defence fleet (limited to 250 ships) which is commonly used for anti-piracy operations.

Nobility
The nobility is appointed by either the monarch himself or by one of the Great houses. They serve as the planetary Head of State. According to a planet’s constitution, this may determine whether they have any real power. More often than not, they don’t hold any power within a planetary government and act as the monarch’s representative.
The role of Viceroy is typically appointed to the heir of noble rank or another member of the noble house. This title is hereditary and holders of the title usually serve until they become Heads of State. This is a contrast with civilian politicians who grow toward federal politics from planetary politics, while the nobility works from federal politics to planetary politics. This serves to bring all interests on every political level. The Viceroys are also members of the Planetary Assembly in Congress where they have legislative power.


Legislative Branch
Each planet has a legislative branch, though the exact form of it can vary. Most planets have opted for a unicameral legislature to keep things simple. Bicameral and tricameral systems of government also exist within the Star Kingdom but are considerably rarer. In some cases, even councils take the legislature for themselves such as on Shikoku where a Shogunate serves as both executive and legislative branch. It should be noted that this form of government only exists as a way to preserve certain ethnic traditions. Within such systems, the Stoinian monarch has considerable power to intervene if necessary.
Members of the legislative branch are commonly elected by popular vote and serve their terms. The details of their terms are determined by planetary law.


Judicial Branch
The judicial branch is always kept separate from the other two branches of government. The highest judicial authority is the Duke’s Bench, which serves as the supreme court of a planet. Note: the naming may vary as it follows the peerage of that planet. Meaning that a planet may have one the following names for its highest court: Grand Duke’s Bench, Duke’s Bench, Count’s Bench or Baron’s Bench.
These are encompassing the Crown District Courts who in turn are divided in Crown Appellate Courts.


National Representation
Each planet has a Senator and a Viceroy which represent their planet in the Planetary Assembly for a term of respectively 8 T-years or for life. In case planets don’t have a viceroy, they can appoint two Senators. Senators can be recalled by planetary referenda.
Each planet has a number of representatives in accordance with the total number of its population. Each representative is elected for 4 T-years. They however fulfil their mandates and are immune to planetary referenda. The number of representatives is decided according to the following guide:
Population of 10.000 = 1 Representative
Population of 100.000 = 2 Representatives
Population of 1.000.000 = 3 Representatives
Population of 10.000.000 = 4 Representatives
Population of 100.000.000 = 5 Representatives
Population of 1.000.000.000 = 6 Representatives
Population of 10.000.000.000 = 7 Representatives
Population of 100.000.000.000 = 8 Representatives
If a planet grows in population to the next level or loses population, than the number of seats will be adjusted by next elections.
