Festival Protocol

With lots of new inter-regional relationships being built and with there being a clear desire for more inter-regional events to help people get to know one another and to help get across just what makes brand TSP so special to us all, it would be a good idea to discuss how FA and RA work together to ensure we manage a variety of events without putting too much pressure on our Regional Affairs teams and avoiding the "festival fatigue" we've occasionally experienced in the past.

With these goals in mind, perhaps our ministers for RA and FA could lay out what they need to ensure they are fulfilling their briefs and looking after their teams, whilst allowing room for compromise, then all ministers and advisors could review and see what we can do as a team to ensure this works as smoothly and fairly as possible.

If we could produce some kind of policy document or something at the end, it might even survive into the next term? Who knows?

What the MoFA needs at this time is just to know how many people we can say yes to. I always envisioned the MoFA is more there to make the initial contact and judge if this is a region we should do an event with while the MoRA and can say yes/no to the event itself and work on the actual layout of it. I also know that if we have too many requests for events, the MoFA could help figure out which ones to prioritize based on diplomatic reasons and which would have the best reaction from both sides. I'm of course open to hear what the MoRA is looking to do in this regard, as well.

I would suggest a system that would go like this:

If Foreign Affairs want to propose a festival, they should contact the minister before they contact foreign partners. I would not wish to communicate directly with foreign regions until planning has started, not due to the fact that I cannot, but due to the fact that it isn't my job, and I don't want to be behind ruining alliances.

Foreign Affairs approaches me, and I ask my staff. If they think it's a good idea, then I would happily support FA bringing this up. The CK event was proposed without my knowledge.

In no way did I intend to force any events. I was under the impression RA would decline if we simply weren't able to do them. However, moving forward not being able to even suggest an event may be a possibility takes away a diplomatic tool that is all the more important in the current event-centric GP world we are in. I am okay with the MoRA saying no to events, in fact, I would encourage them to as we move forward if they believe we are doing too many and to tell the MoFA they would like to hold off on them for an extended period of time. And, oftentimes we are not the ones proposing festivals as I am wary of them, I get approached about them and expect RA can make the call as to if we are able to do them or not.

Moving forward I think we need to have two protocols, one for when we want to do events and one for when we are approached about doing events. I would suggest the following for each and welcome any criticism:

We want to do an event:
MoFA tells MoRA they would like to do an event
MoRA tells FA when we could do events with foreign partners and what shape they would take.
FA approaches regions with the idea
FA comes back to RA telling them which regions they may want to do and gets RA opinion on those regions
FA then confirms event style and dates with foreign counterpart and then RA takes over planning from there. 

We are asked to do an event:
FA asks for dates and style
RA says yes or no
FA delivers the message to a foreign counterpart and if RA approves the event, RA takes over from there. 

Lastly, I would ask in the future we not share messages from diplomatic channels in the RA AC room without getting my permission first. This one was non-consequential but it could start a bad precedent.

I am glad we are able to take this opportunity to check and adjust.
