Pax Dracon, the birthplace of the ancient Drakari civilization.
Homeworld of the long-lived Drakari species, throne-world of the Imperium, and center of the Imperial Senate, Pax Dracon has proven to be a beacon of hope and civilization since the Great Unification some twelve-thousand years prior.  Hosting a number of settlements great and small, Pax Dracon hosts a sizeable population, in addition to being visited by countless visitors for matters of state, tourism, and religious pilgrimages.

History
When Drakari civilization first arose is a matter of much debate, but what is agreed upon that after millennia of petty kingdoms and nations vying for glory and territory, each trying to grasp for the wonders of past eras, one faction eventually rose to global dominance and ushered in a golden age of unity and prosperity.  This faction, the ancient House of Io (who have claimed to be descended from the mytho-historic First King from whom they take their name), worked to spearhead the age of exploration and colonization of the Ladon system, the first of many expeditions spreading the nascent Imperium across the stars.

Geography
A veritable paradise after countless centuries of careful cultivation, Pax Dracon is a marvel of temperate fields and forests, soaring mountains, lush jungles, and sweltering deserts, with much of the population living in massive, carefully developed cities and arcologies scattered across the mountains and plains.  The greatest of these settlements is the Silver City, capital city of the planet and the Imperium as a whole and considered one of the greatest feats of urban development for parsecs around.

Satellites
Pax Dracon possesses three natural satellites:  the greater moon Authea, terraformed by an unknown civilization in the distant past and colonized as a paradise world and trade center in the first wave of interplanetary exploration, and the lesser moons Atrion and Vailea, home to numerous mining and research operations.

Emperor Julianus VII, most recent and currently youngest ruler of the Drakari Celestial Imperium, in the short period of time since his coronation, has made being a friend and champion of the common citizen regardless of species the focus of his rule.

Early Life
Born within the medcenters of the Imperial capital roughly three years before the rest of his clutch to then-Crown Prince Tiberius IV and his wife Septimia, Julianus VII was believed by his parents, both devout followers of the Imperial pantheon and the teachings of the namesake of their House, to be destined for greatness, though they were unsure of what that destiny may be.  Like many youths within the Imperium, Julianus led a life of comfort and safety, generally untroubled by the unpredictability of the galaxy, though his incredible curiosity and ceaseless hunger for knowledge led him to excel in his schooling and learning the responsibilities that the Emperor, Senators, and various officials.

Son of the Martyr Prince
Before long, however, tragedy would soon find its way into the young Drakari's life.  Around his fiftieth year, still quite young for his venerable species, the Emperor's beloved father fell victim to an accident whilst in interstellar transit in Warp Space.  As his ship's Warpshielding inexplicably began to fail, Tiberius heroically moved to shield his fellow passenger's with his own body, exposing his eyes to the swirling void beyond the viewports.  Whilst his guards and guests were spared, the then-Crown Prince's psyche shattered by what he allegedly witnessed, collapsing upon return to Realspace into a screaming, horrified heap on the deck plating.

Ascension of the Reluctant Son
With his father's tragic descent into madness, the young Julianus was devastated to see the kind and generous man he admired and looked up to for decades be reduced to the fearful, quivering wreck.  Long-time associates of the Crown, including the Imperial Chamberlain Cassian, had noted that the light had seemed to fade from the young prince's life.  It would take years of reassurance from his grandmother who had deigned to stave off abdication until her grandson came of age in his ninth decade.

Political Views
When it comes to the care and protection of the Imperial citizenry and the Protectorate States, Julianus, much like his predecessors before him, took up the mantle with dignity, honor, and with all the seriousness his status as Emperor demands of him.  But despite that, he refuses to let that get in the way of interacting with the common citizen and touring the colonies to do his part in overseeing the construction and implementation of commerce and infrastructure, a practice long-honored by the House of Io.  In his own words, "an Emperor who cannot share in the toil, labor, and meals of the common Drakari does not deserve to hold the throne."
As such, he, much like the many representatives in the Imperial Senate, takes a keen interest in ensuring the welfare of the Imperium's citizens and clients, desiring to ensure the comfort and happiness of those he is sworn to lead and protect.  Recent contact with foreign states, however, has emboldened the Young Emperor in his hopes of establishing firm friendships with these strange new beings.

The Great Stewardship

Known History

Beneath all the grandeur and glory of the Imperial Navy, the mystique and ever-watchful eye of the Inquisition, the might of the Legions, and the nigh-ceaseless trailblazing of the Corps of Exploration, lies a unifying philosophy that nearly supersedes their loyalty to the Emperor himself.  A philosophy that has been ingrained in Drakari society since even before the dawn of the Imperium to the point it borders on pseudo-religious zeal:  The Great Stewardship.

The origins of this philosophy have been long-since lost to antiquity, but many legends claim that the precursor of the Great Stewardship has its origins from the time of Io, the First King:  That all the nations of his species be united under one banner, flourishing and growing so that all might share in the beauty and wonder of the world the gods had opened his eyes too.

While many politicians, philosophers, and even priests have taken to discussing the merits of the Great Stewardship and which interpretation of it is the most prudent, they all agree on the central premise:  That sentient life is a precious gift upon the universe, and that it is the duty of every resident of the Imperium, citizen and protectorate alike, to ensure that gift is treasured and protected.

Practice and Precepts

When a new sentient species is discovered by any resident of the Imperium, their homeworld is typically declared off-limits until the species is thoroughly studied, often for years at a time, to determine a course of action.  Should the species in question be sending radio frequencies into deep space and putting artificial satellites into orbit, tentative First Contact is given permission to be established with the planet's inhabitants in the hopes of welcoming them to the galactic community and begin a slow process of uplift with their permission.

Species that are determined to be on average pre-spaceflight or even pre-industrial in terms of technological development, are to be left alone to develop and grow on their own pace, with all attempts at landing on the planet without explicit permission of the Emperor, the Senate, or Military High Command subject to prosecution.

However, such rules and regulations, like many philosophies and legal doctrines, are subject to being interpreted in ways that leave room for intervention if the situation requires it.  Exceptions are made if there is already the presence of a more advanced civilization having colonized the planet and interacting with a more primitive native species in ways that may be cruel and exploitative, punitive action against the perpetrators involved is permitted.  Similarly, the Great Stewardship all but demands that should life be threatened with extinction, all Drakari have a moral obligation to do what can be done to prevent the loss of a sentient species to natural disaster, disease, cataclysmic war, and even genocide.

Some in the upper echelons of Imperial society have questioned whether or not the Great Stewardship should apply to societies that have engaged in heinous crimes against sentient life, such as the Kri'ghal Empire after their since-deposed leadership's foolhardy attempts at sending their army of slaver guilds to ransack what they believed were easy targets.  Many an Emperor and priest have admonished such words, stating that such rhetoric goes in contrary to countless generations of tradition, as well possibly being an affront to the Imperium's commitment to honor and justice.

Indeed, it can be stated with pride and solemnity that the Great Stewardship shelters all beings, wherever sentient life may arise.  For the fires of life and civilization may never truly be extinguished so long as one Imperial citizen stands as its stalwart defense.

Cultural Records of the Imperium

Excerpts from Magos Denessius Perlemian's 'Myths and Legends:  A Treatise on Pre-Imperial Folklore'

Chapter:  "The Rise of Io, the First King"


Among the many heroic figures of my people's ancestors, none seem more revered than Io himself.  Unsurprising, considering that many military leaders and statesmen during the Age of Division believed that their lineage traced to him, and his words forming the basis of many philosophies the Drakari hold dear.  The thought of possibly being descended from a beloved warrior-poet would no doubt instill some measure of pride in anyone, misguided or otherwise.

While many historians have debated as to whether or not the First King ever truly existed, I will endeavor to tell his story as concisely as possible, considering the daunting passage of time since this legend began echoing through the ages.

According to legend, at least one-hundred-thousand Standard Years ago, the birthplace of the Drakari species, the continent of Elysium, was split between a number of clans and tribes vying for survival.  Our people, the stories claim, lead harsh lives of ignorance and fear of one another, in addition to the strange beasts that came out of the 'Dread North' (no doubt misremembered accounts of long-extinct predators).  Sword and axe were the diplomat's words, the search for food and battle all one could hope to achieve through their centuries of life.

One hunter of the Alavarri tribe, a chieftain's son by the name of Io, slowly began to think otherwise.  Among his folk, he spent his youth yearning for purpose beyond mere survival and conquest, believing that his people's gods and the deeds of his fellow warriors would show them a path to greatness.  The hands of fate would soon move in the warrior's favor before long, for during a hunting expedition, a fierce storm soon set itself upon Io and his hunting party.  One by one, the hunters would retreat back to their tribe, fearing that further pursuit of their prey would mean certain death.  Io, on the other hand, refused to give up the hunt, believing that through his perseverance he would bring about the admittedly simple greatness he desired for his tribe.

Before long, though, the storm would force the chieftain's son to take shelter in a cavern, away from his quarry.  Myths and legends claim that it was there that he was visited by the gods themselves, who had been moved by his bravery and had seen his visions of unity and glory.  To do this, they gave unto Io a number of boons:  a suit of plate such that no blade or arrow could pierce, knowledge of statecraft and artisanship far beyond his time, and a battle-hammer that would grant his bloodline the power to unite all who would follow him willingly and bring down even the fiercest of foes.

With these gifts and his mind filled with dreams soon to be fulfilled, Io would soon return to his people to tell of what he had just witnessed.  Despite the skepticism of some of the men and women of his tribe, Io's words, and the seemingly impossible boons given to him, swayed many to his side, including an equally ambitious warrior known only to history as Corellon. A new word would echo through the Alavarri settlement before long:  "King.  King!"

The events that would follow would soon shake the foundations of history, or so myth and legend would claim.  As to whether the events in this tale truly occurred, none can truly say.  All that is truly known is that something or someone began a series of events that would propel our people from mere barbarians to an empire in the making.

Branches of Imperial Governance

His Imperial Majesty's Inquisition

To the average citizen, most matters of planetary law and security are handled primarily by local Imperial Guard precincts.  With most root causes of criminal activity, such as poverty and addiction-driven desperation, falling under the care of basic necessities and services such as the Citizen's Stipend and the Imperial Health Service, most civilians needn't worry much beyond day-to-day stresses such as traffic and dull shift hours.

Matters of interstellar security and stability, on the other hand, fall under the scope of military intelligence and the organization who commands fear and respect in equal measure by all but the most brazen individuals, known to the public as the Inquisition.

For most citizens, and even a not-insignificant number of the organization's workers and analysts, the Inquisition is the premier internal-and-interstellar security and data analysis agency of the known galaxy.  Rumors and overly-romanticized memoirs and holovids aside, of course.  For the highest echelons of government, it is said that the Inquisition is the true first line of defense before the first salvos are even fired.

Religion in the Imperium

Due to the scope of Imperial territory and the various species that populate the worlds within its jurisdiction, it is no surprise that various faiths and local sects and interpretations come about.  Whilst some would arrogantly dismiss religion as primitive superstition that no longer has relevance in the age of interstellar travel, most scholars religious and secular have agreed that the sheer scope of the sector at large (to say nothing of the wider galaxy) has done much to lead people to faith and philosophy as they grapple with the magnitude and wonder of the universe.

As such, the laws and protections for freedom of worship in the Imperium have been held sacrosanct, even being included as one of the provisions of the Great Stewardship.  Whilst some minor caveats are made in regard to sacrifices and ritual for obvious reasons (see Lex Imperatoria Section 1, Subsection 15-A:  Sentient Sacrifice Ban), all Imperial citizens regardless of origin are guaranteed the right to believe or not believe as they please, with military and academic institutions strictly forbidden from placing restrictions on another's faith so long as it does not interfere with day-to-day operations.

Major Faiths
 
  • The Drakari Pantheon
    • By far one of the most common and oldest religions practiced by the Drakari species regardless of continent and ethnic origin, it comes as no surprise that the worship of the Seven Gods has spread from the homeworld to the frontiers of our territory.  While the practices and rites of each god are likely to vary from world to world, to say nothing of individual congregations, the general framework has remained more or less unchanged since the days of Io.  The Seven are as follows:
      • Shalya, goddess of healing, medicine, charity, compassion, and parenthood. Oft represented as a shawled and thin Aramathian Drakari, this goddess has long been a favored deity of medics, foster care providers, and humanitarians, with many of Her faithful taking up vows of nonviolence.
      • Verenor, god of justice, good governance, the seas marine and stellar, and the spirit of civilization. Depicted through a combination of all known Drakari ethnicities, He is considered the source of civic virtue among his followers, and favored by civil servants, diplomats, lawyers, and the officers of the Imperial Guard.  Historians have speculated that prior to his final journey and disappearance to the mountain of his revelation (and subsequent veneration as a demigod), Io himself was a fervent worshipper of Verenor.
      • Junaia, goddess of valor, war, battle tactics, and honor.  Her face and build enshrouded by armor and fire alike, Junaia is favored by the valiant enlistees and officers of the Legions, Imperial Navy, and the Knights of the Emperor during their period of service.  It is said She is embodied best by those who are willing to lay down their lives in defense of the weak and the innocent.
      • Morii the Unseen, caretaker and guide of the dead, the Unknown One, embodiment of the cycle of renewal and entropy. While generally not worshipped in the same manner as Their siblings, the shrouded and encloaked Morii is viewed by most Drakari as the inevitable companion of all things, gently guiding the deceased to their final judgement and ensuring the balance of life and death.
      • Aari, god of spring and summer, agriculture, love, and the wild and untamed places of the galaxy.  Depicted as a fur-clad Shageran hunter, He is often prayed to in the hopes of a bountiful harvest, a strong and healthy clutch of hatchlings, and a thrilling hunt, and beloved by conservationists and young lovers alike.
      • Inara, goddess of autumn and winter, endurance, and vengeance.  The twin sister of Aari, it is said that winter and storms are Her reminder to the faithful to stand strong in the face of harrowing times, and to never let injustice go unanswered.
      • Daion, god of knowledge, the sciences, fate, machines, craftsmanship, and the stars.  The patron of scholars, engineers, educators, and explorers alike, one cannot throw a datapad aboard a ship without giving thanks for a new discovery or revelation.  More often than not, xenoarchaeologists who follow Him are quite fond of making a small shrine to Him at their workspaces.
  • The Warp Cults
    • Numerous and often shortlived, these benign collectives of addled eccentrics and former thrill-seekers of several species come together in the aftermath of (often intentionally) unshielded forays into Warp Space.  While psychiatric care is administered to these individuals on a regular basis, it isn't unheard of for some of these brotherhoods to be folded into the temples of the either the Pantheon or the religious organizations of other races.  The so-called 'Brothers of the Eternal Light' are among the most famous of these, with Drakari members often seen in groups dedicated to the worship of Daion or, most curiously, even to Warp Space itself.
  • Human Religions
    • Just as varied as the Human species itself, Human religion has proven to be a subject of curiosity to many scholars.  From the various denominations of the 'Abrahamic' faiths, to various folk and ethnic religions, to pantheons that do not differ much from our own, to belief systems based around spiritual oneness and reincarnation, to say there is a small library's worth of debate on this young race's beliefs would be an insulting understatement.
