I think it's worth codifying that all nonessential polls by non-Local Council Regional Officers should be given approval by the Local Council. By "nonessential polls", I mean all gameside polls that do not pertain to the election of the Delegate or members of the Local Council. I'm open to thoughts on the matter.

(3) All polls by non-Local Council Regional Officers that are not required by the Charter or any applicable law must be granted explicit approval from the Local Council before they are put to a vote.
(34) Exercise of Regional Officer powers must follow all applicable laws and rules. Behavior unbecoming of a representative of The South Pacific may result in suspension of Regional Officer power, even for ministers, as determined by a majority of the Cabinet.

This sounds very reasonable. It is useful to delineate the powers of ROs so as to avoid potentially overstepping it.

My History
No, the MoRA, the Delegate and the PM should have the power to post polls without permission of the LC. This is just a matter of integration.

Greater communication and greater connection between offsite and RMB. Since we decided to keep integration under the umbrella of MoRA, thy need to have RMB capabilities as well.
