Perhaps influence can be a requirement to become CRS, but not a requirement for continuing to be a member. A member would still have to maintain endocount, but wouldn't need to be concerned about using their influence.

Let's keep in mind that membership isn't only about the legitimate use of border control powers. Part of the job is also lending one's security and other skills to help safeguard regional security. Just because someone isn't meeting the full requirements at the moment shouldn't necessarily mean a loss of membership, assuming all other aspects of the job are being discharged. 

Fair point; that is why in brackets I inserted a potential transfer of that specific RO spot to someone else on the CRS that has a higher influence.

I'm not in a position to tell the CRS how to handle its internal matters, but I think the RO positions for the CRS should remain in the hands of those who are most active RMB-side, mostly to handle matters of moderation.

I support this motion. CRS are the ones we are entrusting the security of our region. If increasing its membership requirements increases our regional security we should definitely do it. I do have one question about the influence requirement. What if during a purge the influence of a CRS member goes below Apprentice? Are they replaced by someone else as RO? And if they recover the lost influence are they reappointed as a RO or Does CRS wait for another purge to occur during which another CRS' s influence goes below Apprentice.

I believe this approach would be the best for the influence requirement. We want to keep the CRS panel as uniform as possible. We want less changes in it as possible. Having variety of members given CRS RO authority over our region can be a risk in the future.
