I'm mixed on the idea in general, and strongly opposed to Jay's draft as written. The 45 days part especially seems questionable.

And if we're making it a criminal charge what is the punishment supposed to be? This is a criminal charge, and any violations of it are required to have a full court trial with sentencing. 

I also think lumping it under electoral fraud is just bad. I would hardly call it "fraud" in the first place, and it turns the three types of Electoral Fraud into:

• Rigging an election
  
• Rigging an election
  
• Sending a telegram
  

One of those things is not like the others.

Regardless of any merits of the idea, this is a terribly rushed proposal and I likewise encourage it not to be passed.
