Perhaps a very loose and limited pact (I'm imagining, for example, just TSP + TRR + XKI + UDS, working together solely on liberations) then? Plus we could maybe do some kind of TNP-TSP cross-regional WA drafting initiative, which would be less controversial than voting stuff but still reaffirm our commitment.

I'm thinking that if we pursue a defender bloc that we should have a deliberative body on a joint Discord server to debate SC resolutions with the citizens of member regions. In doing so, we could freely debate before making any joint decisions on resolutions.

We should also require unanimity between regional representatives before the bloc makes any joint decision on resolutions. This would allow us or any other member region to prevent a joint decision on any given resolution if there isn't unanimity.

We already have an informal defender voting bloc (all defender regions vote the same way when a liberation comes up). There is no need to create a formal block to stir up the pot. I can see the benefit of a non-voting bloc to share ideas between the regions though.
